西方应对孤狼恐怖主义的难点与对策

【摘要】：孤狼恐怖主义是为极端主义意识形态目标所驱动的、以杀戮无辜平民为主要手段、目的在于在全社会制造恐怖氛围的独立的个体暴力行为。近年来,孤狼恐怖主义对西方国家的威胁日益加剧,并呈现出难以防范、打击困难的局面。西方国家采取一系列创新性应对之策,包括:推行去激进化战略、构建社会治理网络、形成社会弹性、调动公众参与,值得我国公共安全管理借鉴。
[Abstract]:Lone wolf terrorism is an independent individual act of violence driven by extremist ideological targets and aimed at creating an atmosphere of terror in the whole society by killing innocent civilians as the main means. In recent years, the threat of lone wolf terrorism to western countries is increasing, and it is difficult to prevent and strike. The western countries adopt a series of innovative countermeasures, including: carrying out the strategy of de-radicalization, constructing the social governance network, forming social flexibility and mobilizing the public participation, which is worthy of our country's public safety management for reference.
