论21世纪以来日本ODA政策的调整及对中国的影响

【摘要】：二战以后，日本为了摆脱孤立的局面，融入国际社会，日本政府开始了对外援助。50年过去了，ODA成为了日本政府重要的外交工具。日本的ODA政策并不是一成不变的，而是根据不同时期国际利益目标的变化而进行不断的调整。21世纪以来，日本面临的国际、国内形势都发生了一些新的变化，因此日本ODA政策进行了较大规模调整。2003年日本对外开发援助新大纲的出台，标志着日本对政府开发援助调整的完成，这次调整更加强调了日本的国家利益。 本文第一章回顾了战后到21世纪前日本ODA的演变历史，介绍了日本ODA政策产生的背景，根据不同国家目标划分了不同的阶段。第二章分析了21世纪以来的日本ODA变化，主要是将新旧《ODA大纲》进行比较，分析了大纲变化后在援助地域、援助金额和援助形式的表现。第三章，分析对外援助变化的国际形势、经济和国内政治方面的原因。第四章，对日本援华进行了简要分析，，分析了21世纪以来日本对中国援助变化的原因以及日本经验对中国的启示。
[Abstract]:After World War II, in order to get rid of isolation and integrate into the international community, the Japanese government began foreign aid. 50 years later, the ODA has become an important diplomatic tool for the Japanese government. Japan's ODA policy is not immutable, but is constantly adjusted in accordance with the changes in international interest objectives in different periods. Since the 21st century, Japan has faced some new changes in the international and domestic situation. The introduction of the new outline of Japan's foreign development assistance in 2003 marks the completion of Japan's adjustment to the government's development assistance, and this adjustment emphasizes the national interests of Japan. The first chapter of this paper reviews the evolution history of Japanese ODA from postwar to 21st century, introduces the background of Japanese ODA policy, and divides different stages according to different national goals. The second chapter analyzes the changes of ODA in Japan since the 21st century, mainly compares the old and new ODA outline, and analyzes the performance of aid area, aid amount and aid form after the change. The third chapter analyzes the international situation, economic and domestic political reasons of the change of foreign aid. The fourth chapter makes a brief analysis of Japan's aid to China, analyzes the reasons for the change of Japan's aid to China in the 21st century and the enlightenment of Japan's experience to China.
