冷战后中缅印三边关系研究

【摘要】: 冷战后中国和印度两个邻国相继展现大国崛起态势,这也是它们崛起过程中所面临的特殊情况。缅甸与中印地理相邻并有着密切而悠久的历史联系,两国也越来越重视发展与缅甸的友好关系。中缅印三边关系,更为具体地说,中印两国在缅甸是竞争、合作,抑或是其他关系,将是本文所探究的最主要问题。 中印崛起使得缅甸在各自国家利益视野中具有越来越重要的价值。如对中国而言,如缅甸是维护周边和平与安宁的重要一环,是南下印度洋的最佳陆路战略通道。而对印度来说,缅甸同样具有非常重要的战略意义,如解决东北部分离主义的困扰需要缅甸的配合与帮助,平衡中国“南下”同样需要与它保持良好关系等。中印两国都有着与缅甸发展关系的强烈愿望。 但是,中印两国发展与缅甸的友好关系,必须与缅甸自身的国家利益相耦合,必须能够满足缅甸外交政策的实际需要。本文尝试用SWOT因素分析与三边关系相结合予以分析。基于缅甸的具体需要及挑战,中印在各自与缅甸的关系发展中既有优势也有劣势。但中印在缅甸的共同利益多于彼此分歧。首先,两国在维护缅甸的稳定这一最根本问题上有着共同的利益。其次,中国和印度在与缅甸关系上所体现与发挥的竞争优势各具特点。再次,中印在与缅甸的关系中最大问题是战略互信不足,特别是印度对中缅关系发展存在较深的疑虑。
[Abstract]:After the Cold War, China and India's two neighbors have shown the rise of great powers one after another, which is also the special situation they face in the process of rising. Myanmar has close and long-standing historical ties with China and India, and the two countries are paying more and more attention to the development of friendly relations with Myanmar. China-Myanmar-India trilateral relations, more specifically, China and India in Myanmar competition, cooperation, or other relations, will be the most important issue explored in this paper. The rise of China and India makes Myanmar more and more important in the vision of national interests. For China, Myanmar, for example, is an important link in maintaining peace and tranquillity in the surrounding region and the best strategic road to the southern Indian Ocean. For India, Myanmar is also of great strategic importance, such as resolving the separatist problems in the north-east needs Myanmar's cooperation and help, and balancing China's "southward" needs to maintain good relations with it, and so on. Both China and India have a strong desire to develop relations with Myanmar. However, the development of Sino-Indian friendly relations with Myanmar must be coupled with Myanmar's own national interests and must be able to meet the practical needs of Myanmar's foreign policy. This paper attempts to use SWOT factor analysis and trilateral relationship to analyze. Based on Myanmar's specific needs and challenges, China and India have both advantages and disadvantages in the development of their relations with Myanmar. But China and India share more common interests in Myanmar than disagree with each other. First, the two countries share a common interest in maintaining Myanmar's stability. Secondly, China and India have their own characteristics in their relations with Myanmar. Thirdly, the biggest problem in Sino-Indian relations with Myanmar is the lack of strategic mutual trust, especially India's deep doubts about the development of Sino-Myanmar relations.
