【摘要】： 美国外交关系委员会是美国历史上最悠久、对外交政策最具影响力的思想库之一。通过对美国外交关系委员会的研究,我们可以对美国的全球外交政策和战略理念有更深入的理解,更好地把握其发展的未来走向。同时,通过对美国外交政策史的细致考察,我们可以发现,自第一次世界大战结束之后美国许多重大外交政策的制定和执行,无不和外交关系委员会有着不可忽视的重要联系。本文旨在研究美国外交关系委员会,阐述它的历史与现状,特点和功能,研究它在美国的外交决策和在美国外交政策制定中的地位、作用、原因和影响,探讨其影响美国外交决策的方式和手段,阐明其在美国得以经久不衰、越来越具有活力并发挥重要影响力的原因所在,揭示出美国外交关系委员会作用于美国外交政策的实质。对美国外交关系委员会的研究属于跨学科的外交史研究范围。本文立足于历史研究,在从整体上对国内外关于美国外交关系委员会的认识和研究成果进行整理和分析的过程中,将微观与宏观两个观察视角相结合。综合运用国际政治学、历史学的理论与范式,借鉴统计分析、跨学科研究、定性与定量分析、历史分析与文献分析等研究方法,采用最新研究手段,挖掘现有的网路资源,尽最大可能利用好原始文献,博采众家之长,希望能在前辈学者研究的基础上找出新的问题,形成自己的新的学术观点和看法。本文将研究目标定位于美国外交关系委员会,全文共分以下六个部分,包括绪论、四个章节、结语: 第一部分阐述了美国外交关系委员会研究中的基本问题,一是就美国思想库与作为其成员之一的美国外交关系委员会作国内外学术界的研究现状阐述分析;二是本文的研究内容和研究意义;三是本文研究方法与资料来源;四是本文研究的创新之处和不足之处。第二部分对美国外交关系委员会的历史演变进行概述分析。一是美国外交关系委员会的成立,它包括外交关系委员会的雏形、美国外交关系委员会的正式成立;二是美国外交关系委员会的历史变迁,按时间的先后和委员会重大事件的变迁进行史实和学理上的阐释。第三部分探讨了美国外交关系委员会的基本结构与特征,围绕如下几个问题展开研究:一是美国外交关系委员会的框架组织,包括美国外交关系委员会的人员构成和组织结构;二是美国外交关系委员会的资金来源,包括美国东部金融财团与美国外交关系委员会、美国主要基金会与美国外交关系委员会;三是《外交季刊》与美国外交关系委员会,它包括《外交季刊》概况、《外交季刊》对美国外交政策的影响、《外交季刊》与外交关系委员会的战略目标。第四部分对精英政治与美国外交关系委员会进行全方位解析,一是历届美国外交关系委员会重要成员构成及分析,这些重要成员主要包括总统、副总统、国务卿、国防部长、中情局局长、财政部长、总统国家安全事务助理等等;二是美国政府高官及重要部门首脑报告及讲话中所提及的外交关系委员会,包括美国总统、副总统在演讲、报告、讲话中提及的外交关系委员会;国务卿、国防部长、中情局局长等部门首脑提及的外交关系委员会;三是美国外交关系委员会成员在主要传媒中的影响力,包括美国外交关系委员会与主要传媒、美国外交关系委员会对主要传媒的影响力;四是美国外交关系委员会与精英政治,包括精英人士与美国外交关系委员会的关联、精英政治对美国外交关系委员会的影响。第五部分阐释了美国外交关系委员会对美国外交政策制定的影响(案例分析),主要有两个方面,一是美国卷入东南亚冲突与战争,包括美国外交关系委员会对东南亚战略地位的认识、美国外交关系委员会对东南亚问题的持续研究、美国外交关系委员会成员与美国政府对东南亚冲突与战争的立场;二是中美关系正常化,包括中美关系解冻前美国外交关系委员会对中国问题的关注;美国外交关系委员会对中国问题的研究及运用。第六部分是全文的结束语,对美国外交关系委员会的历史地位进行评价,并指明研究美国外交关系委员会对于建设有中国特色的外交思想库的现实意义。
[Abstract]:The United States Council on Foreign Relations is one of the oldest in the history of the United States and one of the most influential thoughts in foreign policy. Through the study of the American Foreign Relations Committee, we can better understand the global foreign policy and strategic concept of the United States, and grasp the future trend of its development. At the same time, through the careful examination of the history of American foreign policy, we can find that the establishment and implementation of many major foreign policy in the United States after the end of World War I have an important connection with the Committee on Foreign Relations. The purpose of this paper is to study the American Diplomatic Relations Committee, to elaborate its history and present situation, features and functions, to study its diplomatic decision in the United States and its position, role, cause and influence in the development of American foreign policy, and to explore its way of influencing the decision of American foreign policy The reason why the United States has been enduring, more dynamic and influential in the United States is to reveal the role of the United States Council on Foreign Relations in the United States foreign policy The study of the Council of Foreign Relations of the United States is subject to an interdisciplinary approach. This paper is based on the history study, in the process of organizing and analyzing the understanding and research results of the American Foreign Relations Committee as a whole, The research methods of international political science, history theory and paradigm, reference and statistical analysis, interdisciplinary research, qualitative and quantitative analysis, historical analysis and literature analysis are used to study the existing network resources and make the best possible use of the latest research methods. Using the original literature and the long-term experience of the public, it is hoped that the new problems can be found on the basis of the study of the elder scholars and form a new one.
