上海城市外交研究

【摘要】：冷战结束后，在全球化进程日益加速的国际大环境下，国际议程的重心由高级政治向低级政治倾斜。全球化使越来越多非国家行为体踏上国际舞台各展所长，同时他们对国家外交的作用也引起了国际社会的广泛关注，突破了传统外交形式。而城市作为非国家行为体中重要的一员在世界舞台上尤其引人注目。城市的对外交往--“城市外交”，，不仅仅是代表地方对外事务的重要一环，更代表了国际社会未来外交事务新的发展趋势和动向。 上海自1843年开埠以来，经历了从1949年解放前的“东方巴黎”到建国后对外交往的重要窗口，再到1978年改革开放后走向国际化大都市的转变。研究上海城市外交的演变，是研究新时代上海城市外交的重要前提。本文分为四个部分，第一部分阐述了城市外交的概念与性质，分析了城市外交的地理决定因素；第二部分回顾了上海城市外交由雏形到成熟的三个阶段，并进行了简单梳理；第三部分详细分层次概括了近年上海城市外交的实践活动。最后一部分在前三部分的基础上提出了作者的一些思考。
[Abstract]:After the end of the Cold War, in the international environment where the process of globalization is accelerating day by day, the center of gravity of the international agenda is tilted from high-level politics to low-level politics. Globalization has brought more and more non-state actors to the international stage. At the same time, their role in national diplomacy has also aroused widespread concern in the international community, breaking through the traditional form of diplomacy. Cities, as an important member of non-state actors, are particularly conspicuous on the world stage. Urban diplomacy, the foreign exchange of cities, is not only an important part of local foreign affairs, but also represents the new development trend and trend of foreign affairs of the international community in the future. Since the opening of the port in 1843, Shanghai has experienced the transformation from "Eastern Paris" before liberation in 1949 to the important window of foreign exchanges after the founding of the people's Republic of China, and then to the transformation into an international metropolis after the reform and opening up in 1978. The study of the evolution of Shanghai urban diplomacy is an important prerequisite for the study of Shanghai urban diplomacy in the new era. This paper is divided into four parts. The first part expounds the concept and nature of urban diplomacy, analyzes the geographical decisive factors of urban diplomacy; the second part reviews the three stages of Shanghai urban diplomacy from embryonic form to maturity, and briefly combs it; the third part summarizes the practical activities of Shanghai urban diplomacy in detail. The last part puts forward some thoughts on the basis of the first three parts.
