【摘要】：1932—1935年爆发的查科战争是玻利维亚和巴拉圭为争夺北查科地区归属权而发生的边界冲突战争。查科地区的地缘政治、历史根源、石油资源以及交战国家的内政外交促成了这场战争的爆发，同时这场战争不仅使交战国玻利维亚和巴拉圭在军事、政治、经济等方面付出了惨重的代价,也使得介入查科调停与斡旋的国家和国际组织付出了艰辛的努力，其中国际联盟的介入和调停发挥了积极的作用。在查科战争的和平解决机制中，相关的国家和国际组织在战争的不同发展阶段扮演了不同角色。查科战争的外交调停过程分别经历了以美国及其中立国委员会主导的调停机制；以阿根廷为首的“ABCP”集团的外交斡旋努力，最后国际联盟构建的多边主义框架和机制被国际社会接受为查科战争解决的普遍机制。具体来讲，国联分别从和平计划的制定、设立特别委员会、武器禁运以及召开国际和平会议等方面对查科战争双方进行了全方位的调停，同时国联还在多边主义机制的建立过程中积极与美国等国家以及泛美联盟等地区性国际组织进行合作，并最终促使查科战争的和平解决。综观查科战争调停的历史进程，国际联盟依托多边主义解决机制在查科战争的发展始末贡献了自己的力量，对于拉美地区的和平发展起到了积极而富有建设性的作用。通过国联对查科战争政策的研究，可以得出以下结论:国际联盟为解决查科战争付出了最大的努力,并凭借其国际联盟盟约的指导性准则始终影响着国联常任理事国决策者们在查科战争问题上的立场和态度。最终，，国联通过采取多边主义的手段和方法来争取并实现了南美地区的和平。因此，玻利维亚和巴拉圭之间的这场军事冲突不仅是二战前拉美国际关系史上的一次重大历史事件，同时也成为国际联盟在国际关系舞台上发挥作用的一次重要实践。
[Abstract]:The Chaco War, which broke out between 1932 and 1935, was a border conflict between Bolivia and Paraguay over ownership in the North Chaco region, the geopolitical and historical roots of the Chaco region. The oil resources and the domestic and foreign affairs of the warring countries contributed to the outbreak of the war, and the war not only caused the belligerents Bolivia and Paraguay to pay a heavy military, political, economic and other costs. Countries and international organizations involved in the mediation and mediation of Chaco made strenuous efforts, among which the intervention and mediation of the League of Nations played an active role. In the peaceful settlement mechanism of the Chaco war, The relevant countries and international organizations have played different roles in different stages of the war. The diplomatic mediation process of the Chaco War has gone through the mediation mechanism led by the United States and its Neutral Nations Commission. The diplomatic mediation efforts of the "ABCP" group, led by Argentina, resulted in the multilateral framework and mechanism constructed by the League of Nations being accepted by the international community as a universal mechanism for the settlement of the Chaco war. Specifically, the League of Nations worked out a peace plan respectively. The establishment of the Special Commission, the arms embargo and the convening of an international peace conference have mediated the Chaco war in all its aspects. At the same time, the League of Nations has also actively cooperated with the United States and other countries, as well as regional international organizations such as the Pan American Union, in the process of establishing a multilateral mechanism, and finally promoted the peaceful settlement of the Chaco War. Take a look at the historical process of mediation in the Chaco War. Relying on the multilateral settlement mechanism, the League of Nations contributed its own strength to the development of the Chaco War and played a positive and constructive role in the peaceful development of Latin America. Through the study of the war policy of the League of Nations on Chaco, we can draw the following conclusions: the League of Nations has made the greatest effort to resolve the war in Chaco. And, by virtue of the guiding principles of its League of Nations covenants, have always influenced the positions and attitudes of the policy makers of the permanent members of the League on the issue of the Chaco war. This military conflict between Bolivia and Paraguay is not only a major historical event in the history of international relations in Latin America before World War II, but also a major historical event in the history of international relations in Latin America before World War II. At the same time, it has become an important practice for the League of Nations to play a role on the stage of international relations.
