二战后法国政府解决中低收入者住房政策初探

【摘要】： 第二次世界大战以后，法国住宅呈现出危机状况，上百万法国民众无家可归，更多的民众期望住处得到改善。为了解决国民尤其是解决大量中低收入者的住宅问题，法国政府在二战结束后不久，实行了一系列的住宅政策，在以巴黎为主的各大城市郊区建造了大量的低租金住宅楼群，很大程度上缓和了住房短缺状况，从而为稳定民心，恢复战后经济起到了积极的作用。但此类住宅主要集中在城市郊区，集中成片建设，，政府没有从长远规划的角度出发，缺少相关配套设施的跟进，给居住者工作和生活带来了不便，实际上隔离于城市之外的，只能说是城市郊区的一部分，埋下了社会隐患。
[Abstract]:After the second World War, French housing presented a crisis situation, millions of French people were homeless, and more people expected their homes to be improved. In order to solve the housing problem of the people, especially the large number of low- and middle-income people, Shortly after the end of World War II, the French government implemented a series of housing policies and built a large number of low-rent residential buildings in the suburbs of major cities, mainly Paris, to a large extent easing the housing shortage and thereby stabilizing popular sentiment. The recovery of the postwar economy played a positive role. However, such housing was mainly concentrated in the suburbs and built in pieces. The government did not start from a long-term planning point of view and lacked the follow-up of related supporting facilities. It is inconvenient for residents to work and live. In fact, what is isolated from the city can only be said to be a part of the suburb of the city, which buries the social hidden danger.
