英国御前大臣的历史与变革

【摘要】：御前大臣是英国历史最悠久的官职,但其职权从来就没有固定过,它一直随着英国政治的发展变化而变化。从国王的秘书,到所有政府部门的部长,再到精通司法的司法最高长官,最后在21世纪初演变为一个横跨立法、司法、行政、教会四权,以处理行政事务为主的资深内阁大臣。到本世纪初,御前大臣的事务繁多而复杂,难以处理。其集数权于一身的身份也与当今分权的政治观念严重冲突。在国内外政治与舆论压力之下,从2003年起,英国政府开始着手对御前大臣进行改革。最终御前大臣以头衔的形式继续存续于英国政治之中。
[Abstract]:The former Chancellor is Britain's oldest official post, but its authority has never been fixed. It has changed with the development of British politics, from the secretary of the king to the ministers of all government departments. Finally, in the early 21st century, he developed into a senior cabinet minister who straddles the four powers of legislation, justice, administration, and church, mainly dealing with administrative affairs. By the beginning of this century, The affairs of the former Minister of Royal Affairs are numerous and complex and difficult to handle. His centralization of power also seriously conflicts with the political concept of decentralization today. Under the pressure of domestic and foreign politics and public opinion, since 2003, The British government began to reform the former chancellor, who eventually survived in British politics as a title.
