【摘要】：1985年3月11日,戈尔巴乔夫当选为苏共中央总书记。执政初期,由于内外交困,戈尔巴乔夫对苏联内政和外交进行了改革。文章旨在系统的梳理戈尔巴乔夫外交新思维提出的背景、核心思想以及其指导下的外交实践和影响,客观分析外交新思维的基础上,给予合理的评价,认识到在全球化发展的今天,我们需要的不仅仅是可以解释现实的理论,也需要具有预测力的指导,也强调重视在全球化背景下全人类利益的重要性。全文除绪论和结语以外,共分为四个部分：第一章主要论述戈尔巴乔夫外交新思维产生的背景,从历史、现实、国际格局的角度来阐明苏联外交传统所面临的挑战及困扰,论述了外交新思维产生的时代性。第二章主要论述戈尔巴乔夫外交新思维的核心思想,阐明在世界成为一个整体和核威胁的条件下“全人类利益高于一切”,以及外交新思维纠正了对社会主义和资本主义的看法,对苏联传统的战争观的看法。第三章主要论述了戈尔巴乔夫外交新思维指导下的外交实践,阐明了苏联在改变与西方国家的关系中推进裁军问题的解决,重建与第三世界国家的关系,重视与东欧国家的关系的实质。第四章对戈尔巴乔夫外交新思维进行评价,在前面大量背景资料的例证下阐明外交新思维的影响、合理性、外交政策实施上的缺陷以及对中国外交理念的启不。
[Abstract]:On March 11, 1985, Gorbachev was elected General Secretary of the CPC Central Committee.At the beginning of his reign, Gorbachev reformed the internal and foreign affairs of the Soviet Union because of internal and diplomatic difficulties.The purpose of this paper is to systematically sort out the background of Gorbachev's new diplomatic thinking, the core thought, the diplomatic practice and influence under his guidance, and give a reasonable evaluation on the basis of objectively analyzing the new diplomatic thinking.We need not only the theory that can explain the reality, but also the guidance with the ability to predict. We also emphasize the importance of attaching importance to the interests of all mankind under the background of globalization.In addition to the introduction and conclusion, the full text is divided into four parts:The first chapter mainly discusses the background of Gorbachev's new diplomatic thinking, expounds the challenges and puzzles of Soviet diplomatic tradition from the perspective of history, reality and international pattern, and discusses the epoch of the emergence of new diplomatic thinking.The second chapter mainly discusses the core ideas of Gorbachev's new diplomatic thinking, and expounds that "the interests of all mankind are above all" under the condition that the world becomes a whole and a nuclear threat.And new diplomatic thinking corrects the view of socialism and capitalism, the traditional Soviet view of war.The third chapter mainly discusses the diplomatic practice under the guidance of Gorbachev's new diplomatic thinking, and expounds the Soviet Union's promotion of the solution of disarmament problems in changing its relations with Western countries, and the reconstruction of its relations with third world countries.Attach importance to the essence of relations with Eastern European countries.The fourth chapter evaluates Gorbachev's new diplomatic thinking, illustrates the influence and rationality of the new diplomatic thinking, the defects in the implementation of foreign policy, and the implications for China's diplomatic concept under the examples of a large number of background data.
