明治天皇制的构造问题研究

【摘要】：天皇制作为一种政治统治制度,在日本拥有上千年的历史。国家统治权力始于天皇。从拥有国家政权到成为统治集团的傀儡再到被封为“神”,天皇手中的权利在明治时代被无限放大。国家大权、军队指挥权和教化民众的权力都集于天皇一身。其中藩阀作为扶植天皇的政治精英集团十分活跃。正是由于他们的在近代日本政治舞台上大放异彩,才确立了以天皇制为统治政体的政府。最终不仅形成了元老内阁,而且政治精英们拥有了辅弼天皇的政治权力。他们对于日本政治生活有着极为重要的影响。本文对近代日本统治阶层所颁布的《大日本帝国宪法》进行分析,阐述天皇的地位和天皇制是怎样被巩固并成为日本近代明治政府的根本政治制度;对《军人敕谕》的发布进行分析,它的颁布怎样平定兵变,并为日本完成国家目标铸造出一支只属于天皇的近代化军队,其中蕴含的何种思想构成了近代日本军人精神的深层次含义;对《教育敕语》的颁布进行分析,阐述当权者们是用何种思想对民众进行教化,并使得日本近代统治者能够防止了西方自由主义思想的泛滥和自由民权运动的扩大化。所以日本近代国家目标的达成与以上国家政策和法令有着密不可分的关系,深入考察和探究它们所构成的明治天皇制有着较为重要的学术意义和研究价值,并且对于深入了解日本的近现代国家形成和发展有着重要的现实意义。
[Abstract]:As a political system, the imperial system has a history of thousands of years in Japan. The rule of the state begins with the emperor. From having a state power to becoming a puppet of the ruling clique to being declared a god, the emperor's power was magnified indefinitely during the Meiji era. The power of the state, the command of the army and the power of civilizing the people are all integrated in the emperor. Among them, the vassal valve as the support of the emperor's political elite group is very active. It was because of their splendor on the stage of modern Japanese politics that they established a government ruled by the emperor. In the end, not only the old cabinet was formed, but also the political elite possessed the political power of Emperor Bute. They have an extremely important influence on Japanese political life. This paper analyzes the Constitution of the Empire of Japan promulgated by the ruling class of Japan in modern times, and expounds how the emperor's status and imperial system were consolidated and became the fundamental political system of the Meiji government in modern Japan. To analyze the release of the military Charter, how it was promulgated to calm the mutiny, and to cast a modern army belonging only to the emperor for Japan to accomplish its national goal. The ideas contained therein constitute the deep meaning of the spirit of Japanese soldiers in modern times, analyze the promulgation of "Educational Charter", and expound what kind of ideas are used by those in power to educate the people. And enabled the modern Japanese rulers to prevent the spread of Western liberalism and the expansion of the liberal civil rights movement. Therefore, the achievement of Japan's modern national goals is inextricably related to the above state policies and decrees. It is of great academic significance and research value to investigate and explore the Meiji emperor system which is composed of them. And it has important practical significance for understanding the formation and development of modern Japan.
