【摘要】： 约翰·阿特金森·霍布森(John Atkinson Hobson,1858～1940)是英国新自由主义政治思想家、经济学家、社会改良主义者、帝国主义理论的创立者。他第一个把帝国主义与资本主义联系起来,首先系统批判了近代帝国主义,提供了研究帝国主义问题的系统的理论著作《帝国主义》。此书多次再版,影响巨大。在国内学术界,很多著作都是从帝国主义是资本主义发展的最高阶段角度出发,介绍和评论霍布森的帝国主义理论;并且对霍布森的帝国主义理论的评论否定多于肯定。委实,“霍布森不是一个马克思主义者,但他对后来的马克思主义作者的影响是如此之大,以至于在马克思主义理论研究中不能够被忽视。” 本文试图从历史背景的角度理解和研究霍布森的帝国主义理论。认为霍布森早在19、20世纪之交,就把帝国主义看作是西方国家,尤其是英国推行的一种有意识的对外扩张政策,对英国的经济、政治、教育和政党等都产生了重大的影响;它可以通过社会改革来选择和解决,以及通过分析,说明霍布森的帝国主义理论对马克思主义的经典帝国主义理论的贡献,从而确立霍布森的帝国主义理论在经典帝国主义理论中,所具有的开拓性历史地位和深远影响。本文分四大部分。第一部分介绍霍布森的生平和社会活动。第二部分介绍霍布森的帝国主义理论产生的社会背景。在向帝国主义阶段过渡时,英国经济的相对衰落了,引起了有形帝国与无形帝国之争,长期养成的帝国情绪终于引发了南非战争,霍布森亲临战场应答了他的观点。第三部分主要阐述了霍布森的帝国主义理论的基本内容,霍布森认为帝国主义是一种对外扩张政策,是以张伯伦为首的保守党推行的一种“有意识的”对外扩张政策,反驳了帝国主义者的人口过剩论等观点,分析了帝国主义政策的影响,考察了帝国主义政策的政治、经济现象,并提出对外政策要建立在人民的意志之上,加强农业改革,自由党加强团结,建立国际帝国主义,通过社会改革,帝国主义政策可以选择的相关建议。第四部分尝试性分析了霍布森的帝国主义理论对希法亭的金融资本论和列宁的帝国主义论影响,区分了霍布森的帝国主义理论与列宁的帝国主义理论之间的区别,简单地评析了霍布森的帝国主义理论,以说明霍布森帝国主义理论的开拓性历史地位和深远影响。
[Abstract]:John Atkinson Hobsonian (1858 1940) is an English neoliberal political thinker, economist, social reformist and founder of imperialist theory. He was the first to associate imperialism with capitalism, first systematically criticizing modern imperialism and providing a systematic theoretical work on imperialism. The book was reprinted many times and had a huge impact. In domestic academic circles, many books introduce and comment Hobson's theory of imperialism from the perspective that imperialism is the highest stage of capitalist development, and the criticism of Hobson's theory of imperialism is more negative than positive. Indeed, "Hobson was not a Marxist, but his influence on later Marxist writers was so great that it could not be ignored in the study of Marxist theory." This paper attempts to understand and study Hobson's theory of imperialism from the perspective of historical background. As early as the turn of the 20th century, Hobson regarded imperialism as a conscious foreign expansion policy carried out by western countries, especially Britain, which had a great impact on Britain's economy, politics, education and political parties. It can be chosen and resolved through social reform, as well as through analysis to illustrate the contribution of Hobson's theory of imperialism to the classical Marxist theory of imperialism. So as to establish Hobson's theory of imperialism in the classical imperialist theory, the pioneering historical position and far-reaching impact. This paper is divided into four parts. The first part introduces Hobson's life and social activities. The second part introduces the social background of Hobson's theory of imperialism. During the transition to imperialism, the relative decline of British economy led to the struggle between visible and invisible empires. The long-cultivated imperial sentiment finally led to the war in South Africa, and Hobson answered his point of view when he came to the battlefield. The third part mainly expounds the basic content of Hobson's theory of imperialism. Hobson thinks that imperialism is a kind of foreign expansion policy, and it is a kind of "conscious" foreign expansion policy carried out by the Conservative Party headed by Chamberlain. It refutes the views of the imperialists on overpopulation, analyses the influence of imperialist policies, examines the political and economic phenomena of imperialist policies, and puts forward that foreign policy should be based on the will of the people and strengthen agricultural reform. The Liberal Party strengthens unity, establishes international imperialism, through the social reform, the imperialist policy may choose the related proposal. The fourth part tries to analyze the influence of Hobson's theory of imperialism on Hefatin's theory of financial capital and Lenin's theory of imperialism, and distinguishes between Hobson's theory of imperialism and Lenin's theory of imperialism. This paper briefly comments on Hobson's theory of imperialism in order to explain the pioneering historical position and far-reaching influence of Hobson's theory of imperialism.
