【摘要】： 二十世纪七八十年代的法德关系大致经历了三个阶段,分别是1969年至1974年的蓬皮杜-勃兰特时期,1974年至1981年的德斯坦-施密特时期和1981年至1989年的密特朗-科尔时期。五六十年代法德实现和解以来,法德双方在国际形势的变化下以及本国自身政治、经济、军事防务等需求下逐步走向了更加密切的合作道路。经过六十年代末到七十年代初的过渡阶段,法德双方基本实现了磨合和谅解,共同达成了在欧共体内部寻求合作,推进欧洲政治经济联盟的目标,欧共体内部政治、经济合作的步伐贯穿着整个七十年代。七十年代中期到八十年代初基于国际政治经济形势的变化,以及法德两国外交政策的调整,法德轴心得到强化,法德合作走向了一个前所未有的高峰。到八十年代,法德经过短暂疏远又重回法德轴心,加强双边合作,更显著的是突破了双方防务合作的领域。 1969年至1974年蓬皮杜-勃兰特时期的法德关系呈现出松弛的特点。虽然两国的合作有了实质性的进展,但是法国对联邦德国的逐步崛起和“新东方政策”的实施表现出担忧和疑虑,在欧洲政策上法国有意采用联英制德的策略牵制联邦德国,加之货币危机的冲击更加剧了双方的分歧。1974年至1981年的德斯坦-施密特时期,法德领导人调整了对外关系,双方在经济、货币政策上更加接近,共同推动欧共体事业的前进,同时法德在对美政策上相互靠拢,使得这一时期法德轴心重现,亲密关系得以形成。1981年至1989年的密特朗-科尔时期,国际形势出现新变化,冷战缓和趋势加强,法德经过短暂的疏远后,以更加紧密的姿态出现在国际舞台上,欧洲防务合作被提上日程,双方除在防务合作领域取得重大突破外,共同推动了欧共体在经济和科技等多方面的全方位发展。这一时期的法德关系取得了新进展,法德轴心也进入了成熟阶段,形成了某种意义上的“联盟中的联盟”。
[Abstract]:The Franco-German relations in the 1970s and 1980s had three stages, namely, the Pompidou Brandt period from 1969 to 1974, the de Stein Schmidt period from 1974 to 1981, and Mitterrand Cole period from 1981 to 1989. Since the reconciliation between France and Germany in the 1950s and 1960s, France and Germany have gradually moved towards closer cooperation under the changes in the international situation and the needs of their own politics, economy and military defense. After the transitional period from the late 1960s to the early 1970s, France and Germany basically realized the running-in and understanding, and jointly reached the goal of seeking cooperation within the European Community and advancing the European political and economic union, the internal politics of the European Community. The pace of economic cooperation ran through the 1970s. Due to the changes in the international political and economic situation and the adjustment of the foreign policy of France and Germany from the mid-1970s to the early 1980s, the Franco-German axis was strengthened, and the Franco-German cooperation reached an unprecedented peak. By the 1980s, France and Germany had briefly distanced themselves and returned to the Franco-German axis, strengthening bilateral cooperation and, more notably, breaking through the field of defense cooperation between the two sides. French-German relations in Pompidou-Brandt period from 1969 to 1974 showed the characteristic of relaxation. Although substantial progress has been made in the cooperation between the two countries, France has expressed concern and misgivings about the gradual rise of the Federal Republic of Germany and the implementation of the "New Oriental Policy". In terms of European policy, France intends to use the strategy of the United Kingdom to contain the Federal Republic of Germany. In addition, the impact of the currency crisis exacerbated the differences between the two sides. During the period of 1974-1981, the French and German leaders adjusted their foreign relations, bringing the two sides closer to each other in economic and monetary policy and jointly pushing forward the cause of the European Community. At the same time, France and Germany converged on each other in their policies towards the United States, which made the Franco-German axis reappear and close relations formed during this period. During the Mitterrand-Cole period from 1981 to 1989, new changes took place in the international situation and the trend of detente of the Cold War was strengthened. After a brief estrangement, France and Germany appeared on the international stage in a more intimate manner. European defense cooperation was put on the agenda. Apart from making major breakthroughs in the field of defense cooperation, Jointly promoted the European Community in the economy, science and technology and other aspects of the all-round development. In this period, the Franco-German relations made new progress, and the Franco-German axis also entered a mature stage, forming a certain sense of "alliance in the alliance."
