二战后美日掩盖和庇护日本细菌战罪行之剖析

【摘要】: 本论文以马克思主义历史观为指导,运用文献分析法和比较分析法,对收集到的大量英日文资料进行分析、归纳和梳理,旨在剖析二战结束后美日勾结,掩盖和庇护日本细菌战的罪行,进而揭示和批判美国在处理国际事务中的双重标准和国益至上的原则。 本论文由内容摘要、前言、正文、注释、参考文献等五部分组成。其中正文分五章。 第一章:阐述二战结束前美国对日本细菌战的关注。美国政府内部的一些机构和部门经过论证得出了细菌战的可行性后,曾专门组织委员会研究细菌战,后又有负责具体工作的部门。于是研制细菌武器与搜集日本有关情报成为美国在二战结束前的主要工作。在此过程中,日本对中国实施细菌战的信息通过各种渠道传到国际社会。最初,许多国家包括美国并不相信日本的所作所为。但当太平洋战争爆发后,令美国人惊讶的是,美国俘虏中的许多日本人都知晓本国细菌战研究情况。经过严密审问,美国人得出日本此项研究的基本情况,同时也认为,美国不会有受到日本细菌战攻击的危险。美国自身的细菌战研究事业也初见成效,所以二战一结束,就紧锣密鼓的展开了调查活动。 第二章:论述战后美国的最初调查情况。主要是桑德斯和汤普森两位细菌战调查官进行的审问纪实。日本官方也做了“充分的准备”来迎接他们的调查:上下一致毁灭证据,并保持缄默。这样一来,两位调查官们的审问结果颇为相似,均没有获得有价值的情报,表面上看是接受调查的细菌战犯们口径一致,但很明显,他们都得到了日本当局的指示。暗中联络人就是给两位调查官担任翻译的内藤良一,当然还有新妻清一、服部卓四郎等更加隐蔽的人物。在尴尬的局面下,美国人决定“另辟他径”,萌生对细菌战犯不予追究的交易提案。该提案使美国的日本细菌战调查有所突破。 第三章:揭示美国发现隐瞒的事实与美日交易。第三任调查官费尔的调查对揭露美日勾结掩盖细菌战的罪行具有重要意义。费尔利用翻译龟井贯一郎达成了美日初步交易,而苏联提出审问几位重要日本细菌战战犯加速了美日交易进程。在得到美国当局的免罪承诺后,石井等人纷纷承诺知无不言,言无不尽。待到第四任调查官希尔抵达日本后,就是彻底的细菌战资料大收网工作,获得了用金钱、时间和精力都难以获取的日本细菌战资料。正因为如此,美国决定继续庇护日本细菌战犯,继续隐匿日本在中国的细菌战罪行。 第四章:披露美国对日本细菌战犯的庇护过程和谋略。美国在获取大批有价值的情报后,为了把这批资料据为己有,美国政府、占领军总司令部及东京国际军事法庭携手掩盖日本细菌战的罪行,拒绝和排斥将日本细菌战罪行提交国际法庭审判,致使骇人听闻的日本细菌战罪行及其战犯逃脱了正义的审判,美国也从中渔利,把日军利用中国人生命换取的细菌战资料攫为已有。 第五章:记叙直到上世纪九十年代日本细菌战罪行的隐匿情况。这一时期,日本战犯不仅重返日本各关键岗位身居要职,还不断报出医疗犯罪的丑闻。与此同时,国内外声讨日本细菌战罪行的呼声也日益高涨,许多和平进步之士孜孜以求,调查和挖掘日本细菌战的犯罪事实。而战后以来的日本当局继续采取百般抵赖的姿态,始终否认细菌战犯罪事实,毫无自我反省和忏悔之意。然而,随着国际舆论的日甚一日,美国终于公布了部分档案,日本也不断挖掘出新的史料,日本细菌战罪行以及美日勾结,庇护和掩盖日本细菌战犯的丑闻终于大白于天下。 本论文明、暗线交织,明线是美日双重掩盖细菌战罪行,暗线是美苏在冷战时期的对峙,以及美国为获得在亚洲的霸权,极力扶植日本作为反社会主义桥头堡的意图。 全文共约34000字左右

The first chapter describes the American attention to Japanese bacterial warfare before the end of World War II. After demonstrating the feasibility of bacterial warfare, some of the agencies and departments within the United States have organized the committee to study bacterial warfare, and then there are departments responsible for specific work. At first, many countries, including the United States, did not believe what Japan did. The third chapter reveals the fact that the United States has found hidden facts and US and Japanese transactions. This theory of civilization, the intertwined lines, the Ming line is the double concealment of the bacteriological war crimes, the dark line is the confrontation between the United States and the Soviet Union during the cold war, and the intention of the United States to acquire the hegemony in Asia and strongly support Japan as the anti socialist bridgehead.
