太平洋战争前的澳日关系研究(1929-1941)

【摘要】:澳大利亚和日本同为西太平洋重要的发达国家,两国关系最早可以追溯到19世纪。在澳日关系史上,1929-1941年是双边关系发生重大而深刻变化的时期。这一时期的双边关系经历了从互利友好到紧张敌对的巨大转变。 1929年10月爆发的世界经济大危机为澳日两国提供了互惠互利的机会。经济危机期间,日本通过增加进口澳大利亚的初级产品使后者获益颇多,而它对澳大利亚的出口也在迅速增长。正是在这种背景下,澳日两国政府先后派出使团访问对方。使团的互访增进了两国人民的友谊,也使双边关系发展到太平洋战争前的顶峰。然而,20世纪30年代初,日本推行对外扩张政策让澳日关系面临考验。出于关注贸易和防务等因素的考虑,澳大利亚对日本在亚洲大陆的扩张行为采取了绥靖政策。但是,从1936年起,澳大利亚在继续绥靖日本的同时,亦积极采取措施加以防范。针对日本的“贸易转移政策”的出台,既体现了澳大利亚对日本的防范,也表明了两国关系从友好向冷淡的转变。二战爆发后,日本欲利用西方大国忙于欧战的机会南进,企图建立自给体制。为了及时掌握日本南进的动向,澳大利亚于1940年8月同它建立了公使级外交关系。然而,两国建交既不能改变日本的南进政策,也不能改善双边关系。日本武力进驻印度支那后,澳大利亚配合美、英两国对日本进行贸易制裁,试图阻止日本南进,这使两国关系迅速恶化以致断绝。1941年12月,日本偷袭珍珠港并武力进犯澳军驻守的马来亚,澳大利亚继美、英之后被迫对日宣战。两国关系由此进入敌对状态。
[Abstract]:Australia and Japan are both important developed countries in the western Pacific, and their relations can be traced back to the 19 th century. In the history of Australian-Japanese relations, 1929-1941 was a period of great and profound changes in bilateral relations. The bilateral relations in this period have undergone a tremendous transformation from mutual benefit and friendship to tense hostility. The great world economic crisis that broke out in October 1929 provided a mutually beneficial opportunity for Australia and Japan. During the economic crisis, Japan benefited greatly from increased imports of Australian primary products, and its exports to Australia were growing rapidly. It is against this background that the Australian and Japanese governments have sent missions to visit each other. The exchange of visits promoted the friendship between the two peoples and brought bilateral relations to the peak before the Pacific War. However, in the early 1930s, Japan's foreign expansion policy put Australia-Japan relations to the test. Due to concerns about trade and defense, Australia appeased Japan's expansion on the Asian continent. However, since 1936, while continuing to appease Japan, Australia has also taken active measures to prevent it. The introduction of "trade transfer policy" against Japan not only reflects Australia's defense against Japan, but also shows the change of bilateral relations from friendship to coldness. After the outbreak of World War II, Japan tried to build a self-sufficiency system by taking advantage of the western powers' busy European war. In order to keep abreast of Japan's southward advance, Australia established diplomatic relations with Japan in August 1940. However, the establishment of diplomatic relations between the two countries can neither change Japan's policy of advancing southward nor improve bilateral relations. After Japan's entry into the Indochina by force, Australia and Britain imposed trade sanctions on Japan in cooperation with the United States and Britain in an attempt to prevent Japan from advancing southward, which caused relations between the two countries to deteriorate so rapidly that they were severed. In December 1941, Japan attacked Pearl Harbor and invaded the Australian garrison of Malaya. Australia was forced to declare war on Japan after the United States and Britain. As a result, relations between the two countries entered a state of hostility.
