布莱尔第一、二任期内的英国高等教育改革

【摘要】: 布莱尔为首的英国工党执政以来,先后在经济模式、福利制度、教育体制等领域进行了大刀阔斧的改革,试图寻找一条中间性的治国方略,并冠名为“第三条道路”,在国家与市场、个人与政府、竞争与合作、权利与义务、公平与效率之间寻求新的平衡点,以实现再现代化、再民主化和经济全球化,适应现代社会的挑战,建设一个强大和充满活力的新英国。 在“第三条道路”思想的指引下,布莱尔工党政府从经济繁荣和社会稳定的目的出发,全面强调教育在政治、经济和社会各方面的职能,并进行了一系列的改革。这些改革措施一方面加强政府的指导和监督;另一方面把教育推向社会,使教育在政府负担主要责任的前提下让全社会共同参与,成为真正的公益事业。 在应对全球化所引发的诸多问题的抉择中,布莱尔政府始终将教育作为首选目标,教育和培训是“第三条道路”政治家考虑的重中之重,他们把教育投资看成是政府的一项首要任务,是机会再分配的一个重要基础。 在教育问题上,布莱尔政府把增加教育投入、改革教育体制、提高教育质量作为政府的首要目标。特别是在高等教育领域,除了延续保守党政府废弃高等教育“双重制”改革措施以外,政府加大投入、扩大高等教育规模、加强高等教育与产业部门的合作,同时通过各种措施保证高等教育的平等化、现代化,解决英国在高等教育上传统保守、固步自封的弊端,力图以教育和培训来推动经济发展和提高经济竞争力,积极地融入到知识经济的潮流之中,用高科技和富有创新能力的人才,迎接“全球化”浪潮的挑战。 本文分四个章。第一章回顾了布莱尔政府高等教育改革的主要发展历程,以便对其高等教育改革有整体的认识;此后概述了布莱尔教育思想及其政治和经济背景;在此基础上,本文展开分析了布莱尔高等教育改革的特色,阐述改革的脉络,深入认识布莱尔高等教育改革带来的影响,总结其中可供我国教育改革借鉴的经验和启示。
[Abstract]:The British Labour Party, headed by Blair, has carried out drastic reforms in the fields of economic model, welfare system, and education system since it came to power, trying to find an intermediate strategy for governing the country, and it was named "the third way." Seeking a new balance between the State and the market, between the individual and the Government, between competition and cooperation, between rights and obligations, between equity and efficiency, in order to achieve re-modernization, re-democratization and economic globalization to meet the challenges of modern society, To build a strong and dynamic new Britain. Under the guidance of the thought of "the third way", the Blair Labour Party government, proceeding from the goal of economic prosperity and social stability, comprehensively emphasized the functions of education in the political, economic and social fields, and carried out a series of reforms. These reform measures, on the one hand, strengthen the guidance and supervision of the government, on the other hand, push education to the society, so that the whole society can participate in the education under the premise of the main responsibility of the government, and become a real public welfare undertaking. In its decision to deal with the many problems caused by globalization, the Blair government has always made education its first priority, and education and training are the top priorities of the "third way" politicians. They see investment in education as a priority for the government and an important basis for redistribution of opportunities. On the issue of education, Blair government regards increasing education investment, reforming education system and improving education quality as the primary goal of the government. Especially in the field of higher education, in addition to continuing the "dual system" reform of higher education abandoned by the Conservative government, the government has increased investment, expanded the scale of higher education, and strengthened the cooperation between higher education and the industrial sector. At the same time, through various measures to ensure the equality and modernization of higher education, to solve the traditional conservative and self-contained shortcomings in higher education in the United Kingdom, trying to promote economic development and enhance economic competitiveness through education and training. Actively integrate into the trend of knowledge economy and meet the challenge of "globalization" with high technology and innovative talents. This paper is divided into four chapters. The first chapter reviews the main development course of the Blair government's higher education reform in order to have an overall understanding of its higher education reform, and then outlines Blair's educational thought and its political and economic background. This paper analyzes the characteristics of Blair's higher education reform, expounds the context of the reform, deeply understands the influence brought by Blair's higher education reform, and summarizes the experience and enlightenment that can be used for reference in China's educational reform.
