论美国对法国结盟的缘起及演变(1776-1800年)

【摘要】: 本文主要论述1776至1800年间美国对法国结盟的缘起和演变。在美国早期外交史上,,对法国结盟占有十分重要的地位。同法国结盟是实力弱小的美国在迫切需要法国援助、法英两国矛盾不可调和的历史背景下作出的。为了争得法国的大规模援助,美国不断克服来自国内外的种种障碍,与法国签署了《美法同盟条约》,建立了美法同盟,并通过外交训令和舆论引导的方式维持美法同盟不至破裂。美国独立实现后,随着结盟基础的瓦解、同盟功能的降低以及国家利益的受损,美国先是在履行对法国同盟义务上表现得消极,接着又通过法案和条约的形式结束了同法国之间的同盟关系。综观美国对法国结盟政策的演变过程可以看出:尽管美国对美法同盟的态度是多变的,但对独立和发展的追求却始终未变;与法国结盟结盟实际上是美国借以争取和维护国家利益的一种手段,这就是美国对法国结盟的实质。
[Abstract]:This paper mainly discusses the origin and evolution of American alliance with France from 1776 to 1800. In the early diplomatic history of the United States, the French alliance played a very important role. The alliance with France was made by the weak United States under the historical background of desperate need of French aid and irreconcilable contradiction between France and Britain. In order to win large-scale aid from France, the United States has constantly overcome various obstacles from home and abroad and signed the Treaty of the US-France Alliance with France and established the US-French alliance. And through diplomatic instructions and public opinion to guide the United States and France to maintain the alliance. After the realization of American independence, with the collapse of the foundation of alliance, the decline of alliance function and the loss of national interests, the United States first showed a negative attitude in fulfilling its obligations to the French alliance. Then, in the form of bills and treaties, the alliance with France ended. Looking at the evolution of the American alliance policy towards France, we can see that although the attitude of the United States towards the alliance with France is changeable, the pursuit of independence and development has never changed. In fact, the alliance with France is a means for the United States to fight for and defend the national interests, which is the essence of the alliance between the United States and France.
