论中印边界博弈中苏联外交的“错位”

【摘要】:20世纪50年代末60年代初发生的中印边界冲突和战争,不仅对中印关系的发展产生了重要影响,而且也对地区的稳定与发展,乃至世界格局的重新分化组合都产生了重大影响。令人意想不到的是,中印关系的恶化竟然波及中苏关系,中苏两国除了原有的分歧和矛盾之外,围绕着中印边界问题又产生了新的分歧,加剧了两国同盟破裂的进程。其中一个不可忽视的事实是,中印边界战争的发生、发展及其结果不仅仅是源于历史遗留问题,同时也有中国、苏联和印度三国相互博弈的因素,使这场战争不可避免地带上了鲜明的时代烙印。在中印边界问题从争端演变成危机乃至爆发战争的过程中,几乎也与中苏两国国家关系的恶化同步发生,并且二者相互影响、相互推动,其中缘由令人深思。水滴石穿非一日之功、冰冻三尺非一日之寒。因此,有必要分析苏联在中印边境冲突中偏离同是社会主义阵营的中国而偏袒印度的原因。 本文主要从三个部分进行了具体论述: 第一部分具体讲述中印关系十年间的发展历程。讲述了中印关系的建立与发展、从友好转为敌对的过程,以及中印边界的历史和现状。 第二部分主要阐述了苏印关系的发展历程。首先从苏印关系的建立与发展着手,接着分别讲述两次中印边界冲突发生的缘由,然后讲述苏联在这两场冲突中所采取的中立的外交政策,而苏联的这种做法在中国看来无疑是一种严重的外交错位。 第三部分着重分析了中印边界冲突中苏联外交“错位”的深层次历史原因,分别从中苏矛盾的逐年加剧、中苏“三和”路线之争、苏联想依靠印度扩大在第三世界的影响、中苏边界纠纷和苏联依托印度南下印度洋五个大的方面具体分析中印边界冲突中那挥之不去的苏联因素。
[Abstract]:The border conflicts and wars between China and India in the late 1950s and early 1960s not only had an important impact on the development of Sino-Indian relations, but also had a significant impact on the stability and development of the region and even on the redifferentiation and combination of the world pattern. What is surprising is that the deterioration of Sino-Indian relations has even affected Sino-Soviet relations. Apart from the original differences and contradictions, the two countries have created new differences over the Sino-Indian border issue, which has intensified the process of the break-up of the alliance between the two countries. One of the facts that cannot be ignored is that the occurrence, development and outcome of the Sino-Indian border war not only originated from problems left over from history, but also resulted from the game between China, the Soviet Union and India. The inevitable part of the war was marked by the mark of the times. In the process of developing from dispute to crisis and even the outbreak of war, the Sino-Indian border issue almost coincided with the deterioration of the relations between the two countries, and the two affected each other and promoted each other, the reason of which is thought-provoking. Water drop stone piercing is not a day's work, freezing three feet is not a day cold. Therefore, it is necessary to analyze the reasons why the Soviet Union deviated from China, which is the socialist camp, and favoured India in the border conflict between China and India. This paper mainly discusses from three parts: the first part describes the development of Sino-Indian relations in the past ten years. This paper describes the establishment and development of Sino-Indian relations, the process from friendship to hostility, and the history and present situation of Sino-Indian border. The second part mainly expounds the development course of Soviet-Indian relationship. Starting with the establishment and development of the Soviet-Indian relations, and then describing the causes of the two Sino-Indian border conflicts, and then the neutral foreign policy adopted by the Soviet Union in these two conflicts, Such a move by the Soviet Union is no doubt a serious diplomatic dislocation for China. The third part focuses on the analysis of the deep historical reasons of the Soviet Union's diplomatic dislocation in the Sino-Indian border conflict. The conflicts between China and the Soviet Union have intensified year by year. The Soviet Union wants to rely on India to expand its influence in the third world. Sino-Soviet border dispute and the Soviet Union rely on India south Indian Ocean five aspects of the specific analysis of the Sino-Indian border conflict that lingering Soviet factors.
