TVA的早期发展与美国田纳西流域的开发（1933—1953年）

【摘要】： 本文从历史视角入手,考察了1933年到1953年间TVA对美国田纳西流域的治理历程,从中探索出早期TVA在流域治理时所遵循的理念及其所扮演的角色,进而对二十世纪三四十年代田纳西流域的发展以及美国政府干预思想有深刻的认识。 本文的基本框架如下: 绪论部分交代了本文的写作缘起,并对国内外学界对早期TVA所作的研究进行了归纳,同时在现有研究成果的基础上提出了自己的写作思路。此外,还对TVA设立的背景情况作了简要介绍。第一章和第二章是本文的重点,笔者根据TVA法案的要求以及TVA的实际运作,将其对田纳西流域的治理分成了两部分:其一是以基础性建设为核心的防洪、航运、发电事业;其二是以流域民生为重的农林业、城镇规划和医疗卫生。第三章是对TVA运作所做出的进一步思考,从电力普及和化肥分配使用这两个角度探讨了TVA运作所体现出的合作理念。第四章分析了1933年到1953年间田纳西流域的发展,并对TVA的历史功绩以及教训进行了总结。结语部分阐述了TVA所体现出的政府干预思想,并提出了对田纳西流域成功治理的一些思考。
[Abstract]:From the perspective of history, this paper examines the course of TVA's governance of the Tennessee Valley of the United States from 1933 to 1953, and explores the ideas followed and the role played by TVA in the early period of watershed management. Furthermore, it has a profound understanding of the development of Tennessee Valley in the 1930s and 1940s and the idea of American government intervention. The basic framework of this paper is as follows: the introduction explains the origin of the writing of this paper and summarizes the research on early TVA made by scholars both at home and abroad. At the same time it puts forward its own writing ideas on the basis of the existing research results. In addition, the background of the establishment of TVA is briefly introduced. The first and second chapters are the emphases of this paper. According to the requirements of TVA Act and the actual operation of TVA, the author divides the Tennessee watershed governance into two parts: one is flood control, shipping and power generation with the core of basic construction; The second is agricultural forestry, town planning and health care. The third chapter is about the further thinking about the operation of TVA, and discusses the cooperative idea embodied in the operation of TVA from the perspectives of popularization of electric power and distribution of chemical fertilizer. Chapter four analyzes the development of Tennessee Valley from 1933 to 1953, and summarizes the historical achievements and lessons of TVA. The conclusion part expounds the government intervention thought embodied by TVA, and puts forward some thoughts on the successful management of Tennessee basin.
