试论后冷战时代加拿大的人类安全理念及其结构主义外交实践

【摘要】:本文主要是在马克思、恩格斯的全球化视野下来认识在全球化发展的新阶段人类安全理念的出现及其在加拿大这样的发达国家中实践的意义。 本文分四章进行论述: 第一章是导论,其中对论题的提出、研究现状,本文的创新、框架及所用的理论与方法进行了综述。 第二章论述了后冷战时代从传统军事安全到新人类安全的转变。后冷战时代,威胁人类新安全问题的出现使得以国家为中心、以军事防范手段为主的传统安全观被新安全观取代。联合国在1994年首次使用“人类安全”概念,这是一种以“人”为中心的安全观,是对以“国家”为中心的安全观的挑战,具有重要意义。 第三章论述后冷战时代加拿大对人类安全理念的探索。分三个阶段分析了加拿大政府对人类安全理念的探索,归纳出加拿大所奉行的人类安全是以“人”为中心的安全观,特别关注普通人即平民的免于暴力或非暴力威胁的安全,,确保人的权利、生命和生活免于各种威胁的自由。人类安全不仅是一种理念,还是一种议程,并指出加拿大所追求的是构建保护人类安全的民主、公正的国际体制。 第四章论述了后冷战时代加拿大政府如何以结构主义外交理论构建维护人类安全的国际安全体制。其中主要讲述了加拿大受中等国家理论以及建构主义国际关系理论和哥本哈根新安全观的影响而形成自己的结构主义外交理论,并利用其中等国家地位及其资源来充当“推动代理人”,从而有效地促进了人类安全准则的最终形成。本文通过三个典型的案例,即禁止杀伤个人的地雷、成立国际刑事法庭以及禁止小武器扩散的具体实践,来认识加拿大在构建新人类安全模式中所发挥的不可替代的作用,并对加拿大的这种结构主义外交理论进行了总结。 文章最后结语部分对加拿大所追求的人类安全理念及其结构主义外交实践进行了客观评价。
[Abstract]:This paper is mainly from Marx's and Engels' perspective of globalization to understand the emergence of the concept of human security in the new stage of the development of globalization and its practical significance in developed countries such as Canada. This paper is divided into four chapters: the first chapter is an introduction, in which the proposition of the topic, the status quo of research, the innovation of this paper, The framework and the theories and methods used are summarized. The second chapter discusses the transition from traditional military security to new human security in the post-cold war era. In the post-Cold War era, the emergence of new security threats to mankind has replaced the traditional security concept, which centered on the state and focused on military precautions. The concept of "human security" was first used by the United Nations in 1994, which is a human-centered security concept and a challenge to the concept of "national" security. The third chapter discusses Canada's exploration of human security in the post-cold war era. Having analysed the Canadian Government's exploration of the concept of human security in three stages, concluding that human security in Canada is a human-centred security concept, paying special attention to the security of ordinary people, that is, civilians, free from the threat of violence or non-violence, Freedom to ensure human rights, life and life from threats of all kinds. Human security is not only an idea, but also an agenda, and points out that Canada is seeking to build a democratic and just international system to protect human security. The fourth chapter discusses how the Canadian government constructs the international security system of human security by structuralist diplomacy theory in the post-cold war era. It mainly describes Canada's structuralist diplomatic theory under the influence of the theory of middle countries, the theory of international relations of constructivism and the new security concept of Copenhagen. And use the status of the state and its resources to act as "push agent", thus effectively promoting the ultimate formation of human security norms. Through three typical cases, the prohibition of anti-personnel landmines, the establishment of the International Criminal Court and the practice of prohibiting the proliferation of small arms, this paper attempts to understand the irreplaceable role that Canada plays in building a new human security model. And this kind of structuralism diplomacy theory of Canada has carried on the summary. In the last part of the article, the author makes an objective evaluation of Canada's pursuit of the concept of human security and its structuralist diplomatic practice.
