地缘政治视角下的俄罗斯与外高加索国家关系研究

【摘要】: 外高加索地区资源丰富,特别是油气资源储量极大。此外,这一地区地处欧亚大陆腹地,是连接欧亚两洲的重要战略通道和运输走廊。由于历史原因,俄罗斯同外高加索地区国家有着千丝万缕的联系,这一地区不仅是俄罗斯的传统势力范围,也关系着俄罗斯的重要国家利益。苏联解体之后,外高加索地区的三个原苏联加盟共和国先后宣布独立。受到各自国内政治经济形势以及外交战略的影响,俄罗斯同这三个国家的关系呈现出了各不相同的发展态势。目前外高加索地区的局势十分微妙,格鲁吉亚、阿塞拜疆和亚美尼亚三国都饱受地方分离主义活动的困扰,围绕有争议领土的争论和冲突一触即发,而觊觎外高加索地区丰富油气资源以及重要战略地位的多方势力近年来加大了对该地区的渗透力度,导致地区局势进一步复杂化。俄罗斯虽然依旧是外高加索地区地缘政治搏弈中最重要的主导性国家,但其影响力已经受到美国、欧盟、土耳其以及伊朗等国的严重挑战。2008年俄格冲突之后,外高加索地区地缘政治格局再次发生变化。对于俄罗斯而言,在外高加索地区的国家利益已经不仅仅是能源和地缘战略得失,更为重要的是该地区的反俄势力将直接威胁俄罗斯的国家安全和领土完整。因此,在梅德韦杰夫政府的领导下,俄罗斯必将重新调整和制定对外高加索国家外交战略,俄罗斯同格鲁吉亚、阿塞拜疆和亚美尼亚的国家关系将进入新的发展阶段。本文通过地缘政治视角,运用历史、地缘政治和国际关系的相关理论和分析方法,系统地梳理和深入地分析了俄罗斯与外高加索地区的地缘政治情况、俄罗斯同外高加索国家关系发展的历史及现状及影响俄罗斯与外高加索国家关系的内外因素,并在此基础上对俄罗斯同外高加索三国国家关系的未来走势做出展望。
[Abstract]:Transcaucasia region is rich in resources, especially oil and gas reserves. In addition, the region is located in the hinterland of Eurasia and is an important strategic corridor and transport corridor connecting the two continents. Because of historical reasons, Russia and Transcaucasian countries are inextricably linked, this region is not only Russia's traditional sphere of influence, but also related to Russia's important national interests. After the disintegration of the Soviet Union, three former Soviet republics in Transcaucasia declared their independence. Influenced by their domestic political and economic situation and diplomatic strategy, Russia's relations with these three countries show different development trends. The current situation in the Transcaucasian region is very delicate. Georgia, Azerbaijan and Armenia are all plagued by local separatist activities, and disputes and conflicts over disputed territories are simmering. In recent years, many forces coveting the rich oil and gas resources and important strategic position in Transcaucasia have intensified their infiltration into the region, which further complicates the situation in the region. While Russia remains the most dominant geopolitical player in the Transcaucasian region, its influence has been severely challenged by the United States, the European Union, Turkey and Iran. The geopolitical landscape in Transcaucasia is changing again. For Russia, the national interests in Transcaucasia are not only energy and geo-strategic gains and losses, but also that anti-Russian forces in the region will directly threaten Russia's national security and territorial integrity. Therefore, under the leadership of Medvedev's government, Russia is bound to readjust and formulate its diplomatic strategy for Transcaucasian countries, and Russia's relations with Georgia, Azerbaijan and Armenia will enter a new stage of development. This paper systematically analyzes the geopolitical situation between Russia and Transcaucasia by using the theories and analytical methods of history, geopolitics and international relations from the perspective of geopolitics. The history and present situation of the relations between Russia and Transcaucasian countries and the internal and external factors influencing the relations between Russia and Transcaucasia countries are discussed. On this basis, the future trend of relations between Russia and Transcaucasian countries is prospected.
