尼克松政府就业培训政策研究

【摘要】: 本文为以尼克松政府的就业培训政策为研究对象,从尼克松政府所处时代背景、政策的提出、实施及特点等方面,分析尼克松政府就业培训政策的内容、效果,探究影响其就业培训政策实施成效的原因,力争对尼克松政府就业培训政策做出全面客观的评价。 引言部分主要介绍中美学术界对尼克松政府就业培训政策的研究成果和现状,以及存在的问题和不足,确定本文所要切入的角度以及要着重解决的问题,同时简要介绍本文的写作意义。 正文分三个部分: 第一部分从尼克松政府所处的时代背景和原有就业培训政策存在的问题两方面入手,探讨尼克松政府就业培训政策出台的原因。 第二部分通过对尼克松就业培训政策实施过程和内容的研究,总结尼克松任期内对原有就业培训政策的调整,与原有政策相比体现出新的特点,归纳尼克松就业培训实施过程中各机构的关系。 第三部分从积极影响和政策实际实施过程中的局限性两个方面,来分析尼克松就业培训的实际效用。 结语部分在总结全文的基础上,指出对尼克松政府就业培训的研究要结合其所处的历史背景,从实际出发给出客观、全面的评价,把其就业培训政策的实际效用和理论价值相结合,来认识尼克松政府的就业培训政策。
[Abstract]:This article takes the employment training policy of the Nixon administration as the research object, analyzes the content and effect of the Nixon administration's employment training policy from the aspects of the background of the era, the proposal, the implementation and the characteristics of the policy, etc. This paper explores the reasons that affect the effect of the employment training policy, and tries to make a comprehensive and objective evaluation of the Nixon Administration's employment training policy. The introduction mainly introduces the research results and current situation of the Nixon Administration's employment training policy in the academic circles of China and the United States, as well as the existing problems and deficiencies, and determines the angle of this article and the problems to be solved emphatically. At the same time, this paper briefly introduces the significance of writing. The text is divided into three parts: the first part discusses the reasons of Nixon Administration's employment training policy from two aspects: the background of the Nixon administration and the problems existing in the original employment training policy. In the second part, by studying the process and content of Nixon's employment training policy, the author summarizes the adjustment of Nixon's employment training policy during his term of office, and shows new characteristics compared with the original policy. Summarize the relationship between various institutions in the process of Nixon's employment training. The third part analyzes the practical utility of Nixon's employment training from two aspects: positive influence and limitation in the process of practical implementation of policy. In the conclusion part, on the basis of summarizing the full text, the author points out that the research on the Nixon Administration's employment training should combine its historical background and give an objective and comprehensive evaluation from the reality. Combining the practical effect and theoretical value of the employment training policy, we can understand the Nixon Administration's employment training policy.
