阿登纳的欧洲战略评析

【摘要】： 阿登纳的欧洲战略是在美苏称霸世界和欧洲地位整体下降的国际巨变下,在美苏冷战和德国及欧洲被迫分裂的现实基础上,为了实现德国的发展、欧洲安全和欧洲自主发展这三个目标而制定实施的战略体系。这种背景决定了阿登纳欧洲战略是被动与主动的统一。其欧洲战略的两个支柱是一边倒向美国和实现欧洲联合。但是随着1953年以后美苏紧张对峙关系的松动和柏林墙的建立,德国借助美国实现重新统一的政策失效了。但欧洲联合支柱却由于欧洲的创造特性及阿登纳对欧洲秩序的成功重塑得到了巩固。同时阿登纳成功的用德法特殊关系填补了美苏缓和给欧洲战略带来的冲击,因此阿登纳欧洲战略的目标得以实现。
[Abstract]:Adenauer's European strategy is to realize Germany's development on the basis of the Cold War between the United States and the Soviet Union and the fact that Germany and Europe were forced to split in order to realize the development of Germany, under the great changes in the world dominated by the United States and the Soviet Union and the overall decline in the status of Europe. The three goals of European security and independent development of Europe are formulated and implemented in a strategic system. This background determines that Adenauer's European strategy is a passive and active unity. The two pillars of its European strategy are a one-sided approach to the United States and European union. But with the loosening of tensions between the United States and Soviet Union and the establishment of the Berlin Wall after 1953, Germany's policy of reunification with the United States failed. But the European joint pillar was consolidated by Europe's creative character and Adenauer's successful reshaping of the European order. At the same time, Adenauer successfully used Germany and France special relationship to fill the impact of US-Soviet detente on the European strategy, so the goal of Adenauer's European strategy was realized.
