【摘要】： 30年代是斯大林高度集中的政治模式最终形成时期。在30年代,斯大林在继20年代铲除列宁的“近卫军”之后,利用“基洛夫”事件进行了“大清洗”,将党政大权完全集中在自己的手中,完成了夺取权力的第二步。政治局委员全部换为斯大林的亲信,重要问题的决定由集体讨论转变为领袖决断,政治局会议成为领袖意志的“表决机器”,政治局处理的问题涵盖政治、经济、军事、社会、文化等一切领域,形成了党政不分、以党代政的局面。
[Abstract]:The 1930s was the final stage of Stalin's highly concentrated political model. In the 1930s, following the eradication of Lenin's "Guards" by Stalin in the 1920s, Stalin made use of the "Kilov" incident to carry out the "great cleansing", concentrating the party and government power entirely in his own hands and completing the second step of seizing power. All the members of the Politburo were replaced by Stalin's cronies, and decisions on important issues were transformed from collective discussions to leadership decisions. The Politburo meetings became the "voting machine" of the leaders' will, and the politburo dealt with issues that covered political, economic, military and social issues.
