美越关系正常化历程研究(1975-1995)

【摘要】:越南战争结束后,美越关系正常化的历程可以说是“一波三折”。从1975年越南统一到1995年美越建交,美越关系正常化经历了初步接触、关系陷入低谷和重启谈判等三个阶段。该选题将依据现有的文献资料对1975-1995年间美越关系正常化的历程进行全面、系统和深入的梳理,并对其间不同时间段美越关系发展的特点和影响性因素进行深入剖析。该选题由绪论、正文和结语三部分构成。绪论部分主要介绍选题的由来和意义,对国内外学界的研究状况进行综述,阐释选题的研究方法等。正文分为三章。第一章主要梳理了1975-1978年间美越之间为实现关系正常化而进行的初步接触的起因、经过及其结果。基于各自国内需求的考虑,美越两国在1975-1978年间曾尝试实现关系的正常化,并进行了一系列谈判,但最终因为双方谈判条件分歧过大,以及越南入侵柬埔寨、中美关系的发展等因素制约,未能实现建交。第二章主要阐述1979-1989年间美越关系的发展。这10年间,美越关系因为越南在苏联支持下入侵柬埔寨而陷入低谷,两国间关系的正常化几乎无从谈起。虽然,在里根政府时期双方曾经就战俘/失踪人员问题有过一定的接触,但最终也是无果而终。第三章主要论述1990-1995年间美越重启正常化谈判的背景、过程及双方关系正常化的实现。在冷战结束的大背景下,美越两国出于自身利益的考虑开始适当调整彼此的外交政策,从而使得经过五年谈判的美越两国最终建交,实现了关系的正常化。美越两国关系正常化的实现,是两国在具体情况下,不断调整自身政策的结果。在美越关系正常化的曲折历程中,美越两国的外交政策又受颇多因素的制约,其中国际环境、国内政治状况与经济因素都发挥了重要的作用。
[Abstract]:After the Vietnam War, the normalization of relations between the United States and Vietnam can be said to be a twists and turns. From the unification of Vietnam in 1975 to the establishment of diplomatic relations between the United States and Vietnam in 1995, the normalization of relations between the United States and Vietnam went through three stages: the normalization of relations, the trough of relations and the resumption of negotiations. According to the existing literature, this topic will make a comprehensive, systematic and in-depth analysis of the course of normalization of relations between the United States and Vietnam in 1975-1995, and make a thorough analysis of the characteristics and influential factors of the development of the relations between the United States and Vietnam in different periods of time. This topic is composed of three parts: introduction, text and conclusion. The introduction mainly introduces the origin and significance of the topic, summarizes the research situation of the domestic and foreign academic circles, and explains the research methods of the topic selection and so on. The text is divided into three chapters. In the first chapter, the causes and results of the initial contact between the United States and Vietnam for normalization of relations between the United States and Vietnam in 1975-1978 are reviewed. On the basis of their respective domestic needs, the United States and Vietnam tried to normalize relations between 1975 and 1978 and held a series of negotiations, but in the end, because the terms of the negotiations were too different, and Vietnam invaded Cambodia, The development of Sino-US relations, and other factors, failed to realize the establishment of diplomatic relations. The second chapter mainly discusses the development of American-Vietnamese relations between 1979 and 1989. Relations between the two countries were almost impossible to normalize during the decade, when Vietnam's invasion of Cambodia, backed by the Soviet Union, plunged into a trough. Although there had been some contacts between the two sides during the Reagan administration over prisoners of war / missing persons, they ended up in vain. The third chapter mainly discusses the background, the process and the realization of the normalization negotiations between the United States and Vietnam in 1990-1995. Under the background of the end of the Cold War, the United States and Vietnam began to adjust each other's foreign policies properly for the sake of their own interests, so that the United States and Vietnam, after five years of negotiations, finally established diplomatic relations and realized the normalization of their relations. The normalization of relations between the United States and Vietnam is the result of the two countries constantly adjusting their policies under specific circumstances. In the tortuous course of normalization of the relations between the United States and Vietnam, the foreign policy of the two countries is restricted by many factors, among which the international environment, domestic political condition and economic factors play an important role.
