冷战后波兰的欧盟战略分析

【摘要】： 1989年至1991年中东欧在政治，经济和社会等方面发生的一系列剧变以及西欧在这一时期所推行的东扩和实现欧洲大一统的思想构成了波兰等中东欧国家“重回西欧”，“融入西方”等战略的社会大背景。除了美国为首的北大西洋公约组织外，欧洲联盟成为波兰“重回西欧”战略的理想目标。在简要概括冷战后波兰所采取的一系列欧盟政策的基础上，本篇论文将主要对以下三部分进行分析和研究：波兰欧盟战略形成的背景；波兰欧盟战略的主要特点；波兰欧盟战略的影响和意义。本文的绪论部分包括对冷战后波兰欧盟政策的简要概括，中心思想陈述，相关学术研究成果信息，本文的意义，以及对本文主体部分详细结构的描述。第一章主要对波兰欧盟战略形成的背景进行了分析和探索，分别从经济、政治和文化宗教三方面对冷战后波兰“重回西欧”，“融入西方”，尤其是致力于加入欧盟的战略形成的背景作了较为详尽的分析。第二章重点探索和分析波兰欧盟战略的四大特点：波兰欧盟政策经历了由“重回西欧”的模糊政治口号到在政治、经济和文化上全面加入欧盟的系统而清晰的欧盟战略的转变过程；善用自身优势，在入盟过程中要价高，立场坚决，形成独特的“波兰现象”；发动和组织中东欧入盟候选国联盟，，加强次地区国家间合作，利用集体力量加快入盟进程，争取利益最大化；积极参加欧盟未来改革的讨论，争取扩大自身在未来欧盟游戏规则中的影响力。第三章集中分析波兰欧盟战略的影响和意义，包括对欧洲格局、欧盟东扩和波兰自身的影响和意义。结论部分包括对整篇论文讨论问题的总结，以及从波兰欧盟战略中中国所能吸取的经验的初步探析。
[Abstract]:A series of political, economic and social upheavals in Central and Eastern Europe between 1989 and 1991, as well as the idea of eastward expansion and European unity promoted by Western Europe during this period, constitute the "return to Western Europe" of Central and Eastern European countries, such as Poland. The social background of such strategies as "integrating into the West". In addition to the North Atlantic Treaty Organization, led by the United States, the European Union has become an ideal goal for Poland's "return to Western Europe" strategy. On the basis of a brief summary of a series of European Union policies adopted by Poland after the Cold War, this paper will mainly analyze and study the following three parts: the background of the formation of Poland's EU strategy, the main characteristics of Poland's EU strategy; The impact and significance of Poland's EU strategy. The introduction part of this paper includes a brief summary of Poland's European Union policy after the Cold War, a statement of the central ideas, information on relevant academic research results, the significance of this paper, and a description of the detailed structure of the main part of this paper. The first chapter mainly analyzes and explores the background of the formation of Poland's EU strategy, from the aspects of economy, politics and culture and religion respectively, to "return to Western Europe" and "integrate into the West" after the cold war. In particular, the background of the strategic formation of EU accession is analyzed in detail. The second chapter focuses on exploring and analyzing the four characteristics of Poland's EU strategy: Poland's EU policy has gone from the vague political slogan of "returning to Western Europe" to politics. A systematic and clear process of economic and cultural integration into the EU strategy; Make good use of their own advantages, in the process of accession to the Union high price, stand firm, forming a unique "Polish phenomenon"; To launch and organize the Alliance of Central and Eastern European candidate countries to strengthen cooperation among the countries of the subregion and to use collective forces to speed up the process of accession to the Union in order to maximize the interests; Actively participate in the EU future reform discussions, strive to expand their influence in the future EU rules of the game. The third chapter focuses on the impact and significance of Poland's EU strategy, including the European situation, the EU's eastward expansion and Poland's own influence and significance. The conclusion includes a summary of the issues discussed in this paper, as well as a preliminary analysis of the experiences that can be learned from Poland's EU strategy China.
