欧洲民族过程与欧洲一体化

【摘要】： 欧洲一体化虽然主要发生在欧洲地域范围，但是由于欧洲国家的传统影响力，欧洲一 体化备受世人瞩目。欧洲一体化已经走入国家联盟的阶段，因而在世界范围的一体化现象 中，它也是步伐最快的。本文以“欧洲民族过程与欧洲一体化”为题，主要分析论述二者 之间的关系，探讨的主题是欧洲民族过程对欧洲一体化的孕育和欧洲一体化对欧洲民族过 程的推进。 全文共分六个部分。 第一部分是前言。简述从民族学的角度研究欧洲一体化的源起和展开论说的结构。 第二部分是民族范式和欧洲一体化研究。由于民族现象的普遍存在和多元复杂，民族 范式应该成为研究当今世界的重要认识论范式，其核心是民族概念。就其现实性而言，民 族的本质是通过文化差异而联系起来的人与人关系的总和。就民族范式论而言，民族过程 是人类历史的一个面向。欧洲民族过程是指在欧洲及其相关地区发生的民族群体运动，而 欧洲一体化就是欧洲民族过程特殊性的产物。 第三部分是欧洲民族的早期活动和国家社会。地域空间的狭小复杂和民族的多样性铸 成了欧洲民族早期历史的特点。欧洲民族冲突的剧烈程度和持续性造成了欧洲的破坏和不 稳定，也为民族文化的迅速融合打下了基础。在近代文明崛起之前，欧洲民族发展的区域 不平衡已经出现，西部欧洲的文化基础在民族过程里奠定。 第四部分是民族国家的兴起与国家格局的确立。民族国家把民族的文化属性和国家的 权力特征结合在一起，是欧洲民族发展到一定阶段的产物。欧洲的民族国家是由民族君主 国演化而来，现代民族观念和民族主义思潮也由之萌生蔓延。在西欧民族国家成长的同时， 欧洲民族的海外扩张从根本上影响了世界其他地区的民族过程。由民族主义引发的世界大 战削弱了欧洲的力量，也造成了欧洲的分裂。 第五部分是欧洲历史上的一体化思潮和运动。欧洲统一思想的发展，是欧洲人在民族 发展进程中不断进行理性化认识的结果。欧洲统一思想出现于中世纪的欧洲，但是在民族 主义兴起的时代才成为有影响力的社会思潮。二十世纪的战争引发欧洲人争取和平、实现 联合的泛欧洲主义在欧洲的流行，而且在社会舆论中形成一定规模的运动。欧洲一体化从 观念形态到社会实践是一个过程。 第六部分是欧洲一体化进程及其启示。二战以后，，欧洲一体化在欧洲重建中艰难启动。 到目前为止，欧洲一体化的发展可以划为共同体和国家联盟两个阶段。民族国家之间利益 的冲突使得欧洲一体化的进程呈现曲折发展，欧洲民族发展的区域性不平衡使得冷战后欧 盟的东扩进程也不会一帆风顺。欧洲一体化深化和扩大问题的解决迫使欧盟的制度建设不 断进行。欧洲一体化标志着欧洲民族过程的一个新阶段，研究它对于我们认识和分析世界 民族问题的走向有着重要的理论价值。
