中国特色大国外交:新理念、新战略与新特色

【摘要】：中国特色大国外交追求的目标具有两个维度:一是为实现中华民族伟大复兴创造有利的外部环境;二是推动建设人类命运共同体。党的十八大以来,以习近平同志为核心的党中央继承并不断创新外交思想和理念,逐步形成了具有中国特色而又关照全球的道路观、合作观、发展观、安全观、义利观和秩序观,初步构建了中国特色大国外交的理论体系。中国外交战略布局进一步完善和优化,继续巩固周边外交的优先地位,着力塑造新型大国关系新框架,更加重视来自中东和非洲等发展中国家的外交助力,以全球治理为大有可为的外交大舞台,以"一带一路"建设为新的进取方向。相较于以前,中国外交更加强调"底线思维",更加具有进取精神,更加彰显大国责任意识,更加体现民本思想,更加积极地为世界贡献中国智慧。从长远看,中国还需塑造以和平、民主、公正、民本为内涵的"外交核心价值观",进一步增强中国外交的亲和力和感召力。作为中国开展对外经济和战略合作的重要伙伴,中东和非洲地区已经且必将继续成为中国践行自身特色大国外交新理念、新战略和新举措的重要区域。
[Abstract]:There are two dimensions in the diplomatic pursuit of the great powers with Chinese characteristics: one is to create a favorable external environment for realizing the great rejuvenation of the Chinese nation; the other is to promote the construction of a community of human destiny. Since the 18th National Congress of the Party, the CPC Central Committee, with Comrade Xi Jinping as the core, has inherited and continuously innovated its diplomatic thoughts and concepts, gradually forming a road view, a view of cooperation, a concept of development, a concept of security, which has Chinese characteristics and takes care of the whole world. The view of justice and interest and the view of order have preliminarily constructed the theoretical system of great power diplomacy with Chinese characteristics. China's diplomatic strategic layout has been further improved and optimized, China has continued to consolidate the priority position of its neighboring diplomacy, has worked hard to shape a new framework for relations between major powers, and has paid more attention to diplomatic support from developing countries such as the Middle East and Africa. Taking global governance as the great stage of diplomacy and Belt and Road as the new direction of progress. Compared with the previous years, China's diplomacy has more emphasis on "bottom line thinking", more enterprising spirit, greater awareness of the responsibility of great powers, more embodiment of people-oriented thinking, and more active contribution to China's wisdom for the world. In the long run, China still needs to shape the core diplomatic values with peace, democracy, justice and people as its connotation, and further strengthen the affinity and inspiration of China's diplomacy. As an important partner of China's foreign economic and strategic cooperation, the Middle East and Africa region have become and will continue to be the important regions for China to practice the new concept, new strategy and new measures of its own big country diplomacy.
