“一带一路”战略及其对东南亚安全格局的影响

【摘要】："一带一路"战略,不仅是中国政府在新时期提出的外交战略、经济贸易战略和发展战略,更是基于国家发展的安全战略,孕育着共同安全、综合安全、合作安全、可持续安全的新理念。从地缘的角度看,东南亚地区具有典型的陆海兼备的地缘特征,不仅是一带一路战略重点的合作地区,也是该战略实施的重要通道。东南亚乃至整个东亚的安全与稳定是"一带一路"战略实施的基本条件,"一带一路"战略实际上已经成为影响东南亚安全格局的重要因素。中国应充分强化"一带一路"框架下东南亚安全机制的战略共识,利用现有东南亚的安全机制为"一带一路"战略服务,建立新的安全机制,强化双边和多边的安全合作关系,与东南亚国家共同构建"利益共同体、责任共同体、命运共同体"三位一体的格局。

China should fully strengthen the strategic consensus of Southeast Asia security mechanisms under the framework of "Belt and Road", utilize the existing Southeast Asian security mechanisms to serve the "Belt and Road" strategy, establish new security mechanisms, and strengthen bilateral and multilateral security cooperation relations. And Southeast Asian countries to build a "community of interests, responsibility community, community of destiny" trinity.
