南宁轨道交通集团融资问题研究

【摘要】：南宁市作为广西壮族自治区的首府,东临粤港澳、背靠大西南,是北部湾经济区的枢纽城市、东盟自由贸易区的桥头堡,也是一带一路发展的重要节点城市。近年来,南宁市的经济与人口都在快速发展,为缓解南宁市快速发展带来的越来越突出的城市拥堵问题,适应南宁市发展的需要,南宁市政府于2002年起,就开始了南宁轨道交通建设的研究和准备工作。轨道交通作为城市交通未来发展的大趋势,是城镇化建设必不可少的组成部分,但其由于建设投资巨大、后期运营成本也很高,同时又属于准公共产品,因此,项目建设必须通过地方政府来主导。根据世界轨道交通的发展历程来看,轨道交通建设一直都以政府直接投资和提供补贴为主,这给予地方政府财政上很大的压力,后期持续的运营补贴更是让政府财政无法摆脱这个负担。但进入二十一世纪以来,逐渐出现了新的融资模式,为轨道交通建设的快速发展提供可操作性的实例。南宁轨道交通集团从2008年起即开始了南宁轨道交通建设的第一轮规划,到目前为止已经完成了第二轮规划并获得了国务院及国家发改委的批复,第一轮规划项目目前已全部开工建设并顺利推进中,第二轮规划项目目前也在逐步开工建设并全速推进。本文拟先通过对轨道交通涉及的公共产品理论知识、项目融资模式理论进行研究,然后将涉及的理论运用到南宁轨道交通集团第一轮规划和第二轮规划的融资模式当中去分析,并结合南宁市经济人口发展状况及南宁市政府财政收入与支出的发展趋势分析。以“保障需求、控制风险、成本最低、模式最活”为原则,对未来南宁轨道交通集团开展的第三轮规划所进行的融资模式提供参考建议。
[Abstract]:As the capital of Guangxi Zhuang Autonomous region, Nanning is the pivot city of Beibu Gulf Economic Zone, the bridgehead of ASEAN Free Trade area and the important node city of Belt and Road's development. In recent years, Nanning's economy and population are developing rapidly. In order to alleviate the more and more prominent urban congestion problem brought by Nanning's rapid development and adapt to the needs of Nanning's development, Nanning Municipal Government has been in 2002. Nanning began the construction of rail transit research and preparation work. As the future development trend of urban transportation, rail transit is an indispensable part of urbanization construction. However, because of the huge investment in construction, the later operating cost is also very high, and it is also a quasi-public product. Project construction must be led by local governments. According to the development of rail transit in the world, rail transit construction has been dominated by government direct investment and subsidies, which put great pressure on local governments' finances. Continued operating subsidies in late years have left government finances unable to shake off the burden. However, since the 21 century, a new financing model has emerged, which provides an operational example for the rapid development of rail transit construction. Nanning Rail Transit Group has started the first round of construction of Nanning rail transit since 2008. Up to now, it has completed the second round of planning and obtained approval from the State Council and the National Development and Reform Commission. At present, the first round of the planning project has all started construction and is progressing smoothly, and the second round of the planning project is also starting construction step by step and advancing at full speed. This paper firstly studies the theory of public goods and the theory of project financing mode, and then applies the theory to the financing mode of the first round and the second round of Nanning rail transit group. Combined with the economic and population development situation of Nanning City and the development trend of fiscal revenue and expenditure of Nanning Municipal Government. Based on the principle of "ensuring demand, controlling risk, lowest cost and most active mode", the paper provides reference and suggestions for the financing mode of the third round planning of Nanning Rail Transit Group in the future.
