老挝旅游业促进经济发展研究

【摘要】：老挝从1986年开始实行对外革新开放政策,在经过30年的发展后,国家经济和社会都取得了巨大的发展。根据经济基础决定上层建筑的发展定律,推动老挝经济进一步发展必将成为未来相当长时间内的重要国策,因为老挝整体的贫困状态并没有得到根本性的变化,推动整个社会进步的基础还十分薄弱。而从老挝整体经济现状来看,并没有形成具有强大力量的支柱性产业,挖掘和培育具有发展潜力的产业成为了老挝经济可持续发展的重要任务。作为朝阳产业的旅游业,其在推动经济发展中的重要作用已经在其他国家和地区得到体现,因此,在拥有大量旅游资源的情况下,如何推动老挝旅游业发展,进而实现通过旅游业来促进经济发展成为了老挝具有重要现实考量的问题。2016年,老挝人民革命党第十次全国人民代表大会(简称老挝人民革命党“十大”)在首都万象顺利闭幕,全会对过去五年取得的经济发展成绩进行了充分的肯定,并对存在的问题也进行了总结。全会延续老挝人民革命党“六大”以来的将“争取在2020年左右摆脱世界最不发达国家状态”作为未来五年经济发展重要目标的提法,一致认为推动经济社会稳定快速发展是当前乃至今后相当长时间内老挝的重要任务,并要求将绿色可持续发展落实到经济建设中,同时也对未来五年国内生产总值的年均增长目标设定了 7.5%的增长底线。从现实情况来看,老挝经济发展的外部环境并没有得到很好的改善,但是中国推行的“一带一路”战略却给老挝带来了很大的利好,其中就包括中国修建泛亚铁路昆明至万象段,以及中国逐渐成为老挝入境旅游的主要客源国。因此,在其他产业发展并不顺畅的情况下,本文对旅游业发展与经济发展之间的关系进行了研究,并提出了相应的对策。本研究主要分为三个部分:第一部分:研究的绪论、现有的相关研究成果和老挝旅游业促进经济发展的现状分析。研究的绪论部分,主要阐述了研究的意义和目的,为本文的研究奠定合理性。现有的相关研究成果部分,主要是为了科学的分析旅游业与经济发展之间的关系,为本文的研究奠定理论研究基础。老挝旅游业促进经济发展的现状分析,主要是从推动经济增长、带动就业、带动基础设施建设和带动其他产业发展等方面进行了分析,为本文研究奠定现实分析基础;第二部分:对老挝旅游发展与经济发展之间关系的定性和定量分析。在定性分析方面,运用经典的SWOT分析方法,对老挝旅游业发展面临的优势、劣势、机遇和挑战进行分析,从而分析老挝旅游业发展应该采取的战略;在定量分析方面,通过计量分析法,对老挝旅游业与经济发展建立长期和短期分析模型,从而实现以实证的方式证明二者的关系。通过定性和定量分析,科学深入地指出二者之间存在相关促进的正向相关关系;第三部分:对策和建议。从更好地推动老挝旅游业发展的角度出发,运用宏观和微观分析相结合的方法,从加大旅游基础设施建设、完善旅游管理体系、加大旅游营销、明确市场定位、整合优势资源和旅游资源开发利用与保护相结合等方面,对推动老挝旅游业发展提供了相关的对策建议。本文在研究过程中使用了现实陈述法、归纳总结法、SWOT分析法、实证验证分析法等,并在以下方面进行了创新:第一,问题的创新。本文将问题锁定在旅游业促进经济发展方面,突破了原有的从优势、强势产业来研究如何促进经济发展的传统逻辑;第二,研究的深度。本文与现有该领域的研究文献相比,具有很强的逻辑性和整体分析;第三,研究的方法。本文实现了现实陈述、理论分析和实证验证的综合;第四,研究的背景。本文结合了老挝人民革命党“九大”召开的相关内容,研究内容紧贴实际背景。
[Abstract]:Since 1986, the Lao People's Democratic Republic has made great progress in the economic and social development of the country after 30 years of development. According to the economic base, the development law of the superstructure will be decided, and the further development of the Lao economy will be an important national policy for a long time in the future, as the overall poverty status of Laos is not changed fundamentally, and the foundation of the whole social progress is still very weak. From the current situation of the whole economy in Laos, the development of the industry with the development potential has become an important task of the sustainable development of the Lao economy. As the tourism industry, its important role in the promotion of economic development has been reflected in other countries and regions, so how to promote the development of the tourism industry in Laos with a large amount of tourism resources, In 2016, the Tenth National People's Congress of the Communist Party of China (the "Top Ten" of the "Revolutionary Party") of the Communist Party of China has successfully closed in Vientiane, the capital, The plenary has made full recognition of the achievements of the economic development achieved over the past five years and has also made a summary of the existing problems. Since the plenary continued to take "Striving to get out of the world's least developed countries by 2020" as a reference to the important goal of the five-year economic development since the "Six" of the Revolutionary Party, it is agreed that the rapid development of economic and social stability is an important task of Laos for a long time, even in the future, It also called for green sustainable development to be implemented in the economic construction, and the annual growth target of the gross domestic product in the next five years was set to an increase of 7.5 per cent. In the light of the reality, the external environment of the Lao economic development has not been well improved, but the "One Belt and One Road" strategy in China has brought great interest to Laos, including the construction of the Pan-Asian Railway Kunming to Vientiane section, And China is becoming the main source of the country's inbound tourism. Therefore, in the situation that the development of other industries is not smooth, this paper studies the relationship between the development of tourism and the development of economy, and puts forward the corresponding countermeasures. The research is divided into three parts: the first part: the introduction of the study, the related research results and the current situation analysis of the development of the tourism in Laos. The introduction part of the study mainly expounds the significance and purpose of the research, and lays a foundation for the research of this paper. The existing relevant research results are mainly for the scientific analysis of the relationship between tourism and economic development, and lays a theoretical foundation for the research of this paper. The present situation of the development of tourism in Laos is analyzed, mainly from the aspects of promoting the economic growth, driving the employment, driving the infrastructure construction and driving other industries to develop, and laying a realistic analysis foundation for the research of the present paper; and the second part: The qualitative and quantitative analysis of the relationship between the development of tourism and economic development in Laos. In the aspect of qualitative analysis, the traditional SWOT analysis method is applied to analyze the advantages, disadvantages, opportunities and challenges of the development of the tourism industry in Laos, so as to analyze the strategy of the development of the tourism industry in Laos. The long-term and short-term analysis model of the tourism and economic development of Laos is established, so that the relationship between the two is proved in an empirical way. Through the qualitative and quantitative analysis, the paper points out the positive correlation between the two, and the third part: the countermeasures and the suggestions. From the perspective of promoting the development of the tourism industry in Laos, the method of combining macro-and micro-analysis is applied to improve the construction of tourism infrastructure, to improve the tourism management system, to increase the tourism marketing and to clarify the market position. The combination of advantage resources and the combination of the development and utilization of tourism resources and the protection of the protection of tourism resources have provided relevant suggestions for the development of the tourism industry in Laos. In this paper, the author uses the real statement method, the induction summary method, the SWOT analysis method, the positive verification analysis method and so on in the research process, and has made the innovation in the following aspects: the first, the innovation of the problem. In this paper, the problem is locked in the tourism promotion economic development, and the traditional logic of how to promote the economic development is broken through the existing advantages and strong industries; and the second, the depth of the study. Compared with the existing research literature in this field, this paper has a very strong logic and overall analysis, and the third, the research method. This paper realizes the synthesis of the reality statement, the theoretical analysis and the empirical verification; and the fourth, the background of the research. In this paper, the relevant contents of the "Nine-big" of the Chinese Revolutionary Party are combined, and the content of the research is in close contact with the actual background.
