试论齐文化在当今公共财政体系构建中的启迪意义

【摘要】：齐文化拥有丰富的内涵,今之公共财政是一个全面、完整的体系。古老的齐文化与今天的公共财政体系建设有很多关联之处。本文主要从齐文化的合时主变精神、民为邦本思想、富国裕民方略、和合能谐理念等方面探讨了齐文化在当今公共财政体系构建中的现实作用。认为发展经济、增强国力是构建公共财政体系的物质基础,立党为公、执政为民是构建公共财政体系的思想基础,全面小康、社会和谐是构建公共财政体系的目的,凡此是齐文化在当今公共财政体系构建中,给予今人的主要启迪意义。
[Abstract]:Qi culture has a rich connotation, today's public finance is a comprehensive and complete system. The ancient Qi culture has much to do with the construction of the public finance system today. This paper mainly discusses the realistic function of Qi culture in the construction of public finance system from the following aspects: the spirit of timely and principal change of Qi culture, the thought of "the people are the foundation of the state", the strategy of the rich countries' benefiting the people, and the idea of harmony and harmony. It is believed that developing economy and enhancing national strength are the material basis of constructing public finance system, that building the party for the public and governing for the people is the ideological basis of constructing the public financial system, that the overall well-off society is the purpose of constructing the public financial system. This is the main enlightening significance of Qi culture in the construction of modern public finance system.
