清朝对偷参活动的惩治

【摘要】：关于对东北偷采人参活动的惩治问题,是清朝参务管理制度的重要组成部分,目前国内学界尚无这方面的专门研究。经过多年有关资料的搜集,在此对偷参活动的各种形式、清朝防范偷参的主要措施和清朝为打击偷参活动而实施的各种刑罚,力争做一番较为详细的阐述。同时认为,清朝打击偷参活动的政策之所以最终失败,主要是东北管理参务的各级官员没有认真地执行朝廷的有关政令,甚至以权谋私,收受贿赂,故纵偷参者。
[Abstract]:As to the punishment of stealing ginseng in Northeast China, it is an important part of the management system of ginseng affairs in Qing Dynasty. Through the collection of relevant data for many years, this paper tries to elaborate in detail the various forms of stealing ginseng, the main measures of preventing stealing ginseng in Qing Dynasty and the various penalties imposed by the Qing Dynasty in order to crack down on the stealing of ginseng. At the same time, the main reason for the failure of the Qing Dynasty's policy of cracking down on the stealing of ginseng was that the officials at all levels of the Northeast did not seriously carry out the relevant decrees of the court, and even used their power to seek personal gain and accept bribes, so they took bribes.
