【摘要】：公共行政的伦理维度是从伦理的视角来审视公共行政,即对公共行政的伦理审视。公共行政伦理是公共行政哲学的一个重要组成部分,同时也是公共行政学中重要的分支学科。公共行政伦理是社会伦理在公共行政关系、公共行政活动中的表现,是执政党、国家机构和国家公务员在公共行政过程中形成的一种应然关系,与调节这种应然关系的伦理规范,以及执政党和国家公务员由于内化伦理规范而形成的伦理品质。公共行政伦理的研究已经成为各国公共行政研究的热点,并且公共行政伦理也逐渐成为公共行政的核心问题,不仅在理论上,而且在实践上对探究公共行政都具有重要的指导作用。 本文围绕公共行政的伦理维度,重点探讨了以下几个问题：一是从公共行政伦理的涵义、特征、历史类型以及影响公共行政伦理的因素入手,对公共行政伦理的一般理论进行了全面阐述;二是通过对权责观、作风观、效率观构建的公共行政伦理理论体系进一步定位,对公共行政伦理的理论进行了更深层次的分析;三是以我国的公共行政伦理建设为例,阐述了公共行政伦理在实践中的应用和表现,同时结合美国和新加坡东西方两个具有代表性的发达国家公共行政伦理建设的成功经验,阐述了当今公共行政伦理体系的价值理念：廉洁、法治、服务。并以这三个公共行政伦理价值观为视角,结合我国公共行政伦理在建设过程中所遇到的难题以及面临的困境,提出相应的解决措施及方案,以此探究一条适合我国公共行政伦理发展的途径。
[Abstract]:The ethical dimension of public administration is to examine public administration from the perspective of ethics, that is, to examine the ethics of public administration, which is an important part of the philosophy of public administration. At the same time, it is also an important branch of public administration. Public administration ethics is the expression of social ethics in public administration relations, public administration activities, and the ruling party. A necessary relationship between state agencies and state civil servants in the process of public administration, and the ethical norms that regulate such relationships, The research of public administration ethics has become the hot spot of public administration research in various countries, and the public administration ethics has gradually become the core issue of public administration. Not only in theory, but also in practice to explore public administration has an important guiding role. Based on the ethical dimension of public administration, this paper focuses on the following issues: first, starting with the meaning, characteristics, historical types and factors that affect the ethics of public administration, this paper focuses on the following issues: first, the meaning, characteristics, historical types and factors affecting the ethics of public administration. The general theory of public administration ethics is expounded in an all-round way. Secondly, the theory of public administration ethics is further analyzed through the further positioning of the theoretical system of public administration ethics, which is constructed from the view of power and responsibility, style of work and efficiency. Thirdly, taking the construction of public administration ethics in our country as an example, this paper expounds the application and performance of public administration ethics in practice, and combines the successful experiences of the two representative developed countries, the United States and Singapore, in the construction of public administration ethics. This paper expounds the values of the ethical system of public administration: honesty, rule of law, service, and from the perspective of these three ethical values of public administration, combined with the difficulties and difficulties encountered in the construction of public administration ethics in China. To explore a suitable way for the development of public administration ethics in China, the corresponding solutions and schemes are put forward.
