政府信用与政府绩效关联机理研究

【摘要】:20世纪末21世纪初以来,人类的治理方式正在发生根本性的变化。追求善治已成为世界各国政府的共同目标,而在走向善治的过程中,政府信用与政府绩效无疑具有不可替代的地位,也是走向善治的关键。然而,当前我国地方政府信用缺失问题日益凸显,政府效能不高的问题仍较为突出。这两个问题一定程度上制约了经济社会发展,并阻碍到社会主义和谐社会的构建。另一方面,以往学术界对信用与绩效关系的研究几乎都是针对私营组织展开的,对政府这个特殊且重要的公共组织的信用与绩效关系的研究至今依然十分匮乏。面对理论上和实践上亟需解决的问题,本博士学位论文选择把研究主题聚焦于政府信用与政府绩效的关联机理。 本博士学位论文按照科学研究的范式,以文献述评—分析框架构建—问卷设计与实际测度—统计模型构建一政策建议为研究的主线。在文献述评部分指出以往研究不足并清晰界定相关概念的基础上,研究参考借鉴国内外组织信用研究相关成果,建立了一个基于组织信用的组织绩效分析框架,然后在地方政府竞争的条件下,依托资源基础理论、积极组织学说等理论构建了细化的政府信用与政府绩效关联机理的概念模型,并提出了具体的研究假设。根据所提出的概念模型,研究开发设计了具有较高信度和效度的调查问卷。根据预调查结果修正问卷之后,通过课堂集中发放、访谈发放、邮寄发放、电子邮件发放及QQ发放等途径共发放问卷1269份,回收得到的962份有效问卷覆盖了我国268个县级行政区域。基于这些数据,研究者进行了一系列统计分析和结构方程建模,分析了政府信用与政府绩效之间的相互依存关系和关联机理,得出了以下主要结论: (1)政府信用、政府绩效的实际测度。就政府信用状况而言,县级政府的信用状况处于中等略偏上的水平。具体来看,政府善心维度的平均得分显著地低于政府信用能力维度和政府诚信维度的平均得分,中部地区县级政府的平均得分显著地低于东部地区和西部地区县级政府。就政府绩效状况而言,县级政府的绩效状况处于中等偏上的水平,表现要好于政府信用。分项目来看,县级政府在政府任务绩效维度上的平均得分要高于在政府周边绩效上的得分,但不具有统计显著性的差异。分地区来看,东部地区县级政府的平均得分最高,西部地区县级政府的平均得分略低于东部地区,中部地区县级政府的平均得分显著低于东部地区,再次在三大地区中排名最后。 (2)政府信用与政府绩效的关联强度。采用典型相关分析考察政府信用与政府绩效的整体相关性,发现政府信用与政府绩效两组变量间共可提取10对典型变量,前5对典型变量间的相关系数达到统计显著性水平。其中,解释力最强的第一对典型变量的相关系数达到0.806,说明政府信用与政府绩效两组变量间存在着紧密的相互依存关系,对两者关联机理的考察具有坚实的基础。 (3)政府信用与政府绩效的关联机理。运用结构方程模型对概念模型进行检验,分析结果否定了假设“政府善心对政府任务绩效具有显著正向的影响”和假设“政府善心对政府周边绩效具有显著正向的影响”,而其余假设均得到了证实。模型修正过程中新增的假设“政府周边绩效对政府任务绩效具有显著正向的影响”也得到了证实。从对政府信任的影响来看,政府信用能力、政府善心、政府诚信对其都具有显著正向的影响且影响强度依次增大。从对政府周边绩效的影响来看,政府诚信的总体影响强度最大,政府信任的影响次之,政府善心和政府信用能力的影响强度相对较弱。从对政府任务绩效的影响来看,政府诚信的直接影响虽然不是很大,但总体影响仍然是最强的,政府信任的直接作用最大,总体影响则位居第二,接下来依次是政府周边绩效、政府信用能力及政府善心。此外,研究还运用路径分析对东部、中部、西部三大地区政府信用与政府绩效的关联机理进行了揭示,发现不同地区路径分析的结果与所有地区结构方程模型分析结果是基本一致的,但不同地区的作用机理存在一定的差异。简言之,研究结果表明对于县级政府而言,以合规性、公平性为核心内涵的政府诚信才是政府公信力和政府绩效提升的主要动力。 最后,研究根据统计分析结果和县级政府的实际情况,提出了相关政策建议,以期对优化县级“政府信用-政府绩效”系统有所帮助。
[Abstract]:At the end of twentieth Century since the beginning of twenty-first Century, the changes of human governance are fundamentally. The pursuit of good governance has become a common goal of governments around the world, and in the process towards good governance, government credit and government performance undoubtedly plays an irreplaceable role, is critical to good governance. However, the current problems in China local government credit has become increasingly prominent, the government efficiency is not high and the problem is still more prominent. These two problems have restricted the economic and social development, and hinder the construction of socialist harmonious society. On the other hand, the previous research on the relationship between credit and academic performance are almost all in the private organization, relationship the performance of government credit and the special and important public organizations are still very scarce. In the face of the theory and practice need to solve the problem, this dissertation chooses to The study focuses on the relationship between government credit and government performance.
In this thesis, according to the scientific research paradigm, the literature review analysis framework, questionnaire design and actual measurement - statistical model to construct a policy suggestion for the study of the main line. In the part of literature review of previous research and pointed out the clear definition of related concepts, research reference related research achievements at home and abroad to establish credit organization. An analytical framework of organization credit based on organizational performance, and then in the local government competition, relying on the resource based theory, positive organizational theory builds a conceptual model of government credit and government performance related mechanism of refinement, and put forward specific research hypotheses. According to the conceptual model proposed in the design of research and development the questionnaire has high reliability and validity. According to the results after the pre survey questionnaire revised, through classroom centralized distribution, interview, post Send e-mail issued, release and QQ release of a total of 1269 questionnaires, 962 valid questionnaires recovered over 268 county-level administrative regions in China. Finally, based on the statistical analysis results and the actual situation of the county government, we put forward relevant policy recommendations, hoping to help optimize the county government credit government performance system.
