张康之《走向合作的社会》述评

【摘要】：自20世纪80年代开始,人类社会便进入了全球化、后工业化的历史转型中。在这一过程中,环式民主失灵问题日益突出,为此,在世纪之交形成了一个被人们命名为参与治理的民主新模式,但是,其具有"民主的不彻底性"。随之,有学者提出了公共治理,以此破解参与治理的困境,但其往往会衍生"利益狭窄化"的问题。无论是参与治理还是公共治理都存在一定的局限性,都无非是对近代以来民主名义下社会治理方案的补充和修缮,无法克服自身所带来的种种缺陷。为此,张康之认为,在全球化、后工业化的历史转型中,合作治理将取代工业社会的治理而成为后工业社会的治理模式。并且,合作治理有助于克服上述治理模式中存在的缺陷,从而在社会治理过程中让人们获得更多的平等与自由。
[Abstract]:Since 1980's, human society has entered the historical transformation of globalization and post-industrialization.In this process, the problem of ring democracy failure is becoming more and more prominent. Therefore, at the turn of the century, a new democratic model named participation in governance has been formed, but it has the "democracy is not thorough".Then, some scholars put forward public governance to solve the dilemma of participation in governance, but it often gives rise to the problem of "narrow interests".Both participatory governance and public governance have some limitations, all of which are only the supplement and repair of the social governance program under the name of democracy since modern times, and can not overcome the defects brought about by themselves.Therefore, Zhang Kangzhi believes that in the historical transformation of globalization and post-industrialization, cooperative governance will replace the governance of industrial society and become the governance mode of post-industrial society.In addition, cooperative governance helps to overcome the shortcomings of the above governance model, thus enabling people to obtain more equality and freedom in the process of social governance.
