基于平衡计分卡的政府门户网站绩效评估体系研究

【摘要】： 电子政务的发展程度已经成为衡量新一轮公共行政改革成功与否的重要标志之一,而政府门户网站作为电子政务提供公共服务的平台和渠道,其重要性越来越引起各界的重视。从公共管理的视角来看,要使政府门户网站成为优秀的信息政务提供者,离不开一个系统全面、行之有效的绩效评估体系。本文尝试以平衡计分卡为理论切入点,构建政府门户网站的绩效评估体系。首先,对文章所涉及的核心概念“政府门户网站”、“政府门户网站绩效评估”进行了界定,对公共管理理论和平衡计分卡理论中与本文有关的内容进行了阐述,奠定了文章的理论基础。其次,提出了政府门户网站的平衡计分卡设计思想,对平衡计分卡在政府门户网站中应用的可行性进行了探讨,并结合此类网站的实际定位和发展,将原有维度变更为用户、内部业务流程、学习与成长、资源四个维度,重新理顺它们之间的逻辑关系,建立了政府门户网站的平衡计分卡框架和战略地图,为指标体系的构建奠定了基础。最后,构建了基于平衡计分卡的政府门户网站绩效指标体系。在上述分析的基础上,吸取现有研究成果,根据指标的选取原则和方法,为各个维度选取恰当的评估指标,利用层次分析法确定权重,最终建立起基于平衡计分卡的政府门户网站指标体系,并说明了此评估体系在实践应用中应注意的问题,以保证平衡计分卡的效用最大化。本文的创新之处在于将一个已经在私营部门和公共部门得到广泛应用的绩效管理工具——平衡计分卡引入到政府门户网站绩效评估领域,从理论上论证了这一思想的可行性,设计出政府门户网站的平衡计分卡模型,并在此基础上选取关键指标,构建了基于平衡计分卡的绩效评估体系。这一体系的构建可以在一定程度上解决政府门户网站现行评估中理论性不强,指标之间逻辑关系不明显的问题,并能在战略层面推动政府门户网站绩效提升,推动服务型政府的建设。
[Abstract]:The development degree of e-government has become one of the important symbols to measure the success of the new round of public administration reform. As a platform and channel for e-government to provide public services, the importance of the government portal has attracted more and more attention from all walks of life.From the perspective of public management, to make the government portal become an excellent provider of information government, we can not do without a comprehensive and effective performance evaluation system.This paper tries to construct the performance evaluation system of government portal with balanced scorecard as the theoretical breakthrough point.First of all, it defines the core concepts involved in the article, such as the government portal website and the performance evaluation of the government portal website, and expounds the contents of the public management theory and the balanced scorecard theory, which are related to this article.Laid the theoretical foundation of the article.Secondly, the paper puts forward the design idea of balanced scorecard of government portal website, discusses the feasibility of applying balanced scorecard in government portal website, and changes the original dimension into user, combined with the actual positioning and development of this kind of website.The four dimensions of internal business process, learning and growth, resources, rearranging the logical relationship between them, established the balanced scorecard framework and strategic map of government portal, which laid the foundation for the construction of index system.Finally, the performance index system of government portal based on balanced scorecard is constructed.On the basis of the above analysis, draw on the existing research results, according to the selection principles and methods of indicators, select appropriate evaluation indicators for each dimension, use the Analytic hierarchy process to determine the weight,Finally, the index system of government portal website based on balanced scorecard is established, and the problems that should be paid attention to in practical application of this evaluation system are explained in order to ensure the maximum utility of balanced scorecard.The innovation of this paper lies in the introduction of balanced Scorecard, a performance management tool that has been widely used in the private and public sectors, into the field of performance evaluation of government portals, which theoretically demonstrates the feasibility of this idea.The balanced scorecard model of the government portal is designed and the performance evaluation system based on the balanced scorecard is constructed by selecting the key indicators.The construction of this system can to some extent solve the problem that the current evaluation of government portal is not strong in theory, the logical relationship between indicators is not obvious, and can promote the performance of government portal at the strategic level.To promote the construction of a service-oriented government.
