服务型政府建设中的中央与地方关系研究

【摘要】： 中央和地方关系是国家生活中至关重要而又无法回避的重要问题。对于每个国家来说,中央与地方关系的调整,都无疑成为制度转型的一个轴心问题。如何研究、处理好中央与地方关系,关系到国家的统一、政治的稳定、经济的发展和社会的进步。服务型政府作为我国政府改革的目标模式,是由以政府为主体的公共部门来提供公共服务的。它既是政府与社会之间职能与权力的重新界定,也是政府内部中央与地方权责结构的重构过程。建设服务型政府迫切需要调动政府,尤其是地方政府的积极性。如何使服务政府真正运行起来?根本途径就在于按照中央的统一领导,充分发挥地方的主动性、积极性原则,进一步优化政府间公共服务职能分工,实行职能转变,理顺中央与地方关系。服务型政府赋予了中央与地方关系以新的价值与实践前提,中央与地方关系则为服务型政府的建设提供了理想的路径选择。服务型政府建设中改革和规范中央与地方关系,无论是对于实现我国经济的可持续发展,还是逐步缩小地区和城乡差距、缓解贫富差距,促进和谐社会的发展都有着极其重要的现实意义。
[Abstract]:The relationship between central government and local government is an important and unavoidable issue in national life.For each country, the adjustment of central and local relations has undoubtedly become an axis of institutional transformation.How to study and deal with the relationship between the central and local governments is related to the unity of the country, the stability of politics, the development of economy and the progress of society.As the target mode of our government reform, service-oriented government is provided by the public sector with the government as the main body.It is not only the redefinition of the function and power between the government and society, but also the reconstruction process of the central and local authority and responsibility structure within the government.The construction of service-oriented government urgently needs to mobilize the enthusiasm of the government, especially the local government.How to make the service government really work?The fundamental way is to give full play to the principle of initiative and enthusiasm of the local government in accordance with the unified leadership of the central government, further optimize the division of public service functions between governments, carry out the functional transformation, and straighten out the relationship between the central and local governments.The service-oriented government gives new value and practical premise to the relationship between the central government and the local government, while the relationship between the central government and the local government provides an ideal path choice for the construction of service-oriented government.The reform and regulation of the relationship between the central and local governments in the construction of a service-oriented government will not only contribute to the realization of sustainable economic development in China, but also gradually narrow the gap between regions and urban and rural areas and alleviate the gap between the rich and the poor.Promoting the development of a harmonious society is of great practical significance.
