【摘要】：正一、引言议题管理源于企业管理,是为了使组织适应内外部环境对于影响组织与其公众关系的公共政策问题进行处理的过程。公共议题通常涉及自然资源、经济资源、文化资源、社会资源的分配和使用。政府作为公共资源和服务的主要提供者、承担者,很容易成为议题针对的主要目标,从而面临公共议题所带来的压力和危机。因此,议题管理便成为政府公关的重要一环。对于政府议题管理的研究
