【摘要】：公共行政价值是人类社会关于公共选择的希望与理想,是公共行政追求的一种终极化状态。本文以对公共行政价值的理论阐述为基础,结合我国公共行政价值研究现状,借鉴国外的研究成果,针对我国行政价值研究中所遇到的问题和困难,提出了公共行政的价值认知的机理和过程,从而提出了公共行政价值实现的基本要求。本文界定了公共行政价值的概念,辨析了相关概念之间的关系,考察了公共行政价值的实质、特征以及公共行政价值观的历史演变；进而揭示了公共行政价值主体、公共行政价值客体的实质及公共行政价值主客体之间的相互关系,并从公共行政价值主客体两个方面对公共行政价值体系进行了深入细致的分析,对公共行政价值的体系架构进行了探索；在此基础上,对公共行政价值评价机制与体系进行了分析和论证,从研究主体、研究对象、研究视角三方面界定了公共行政价值评价机制,揭示了公共行政价值评价中的矛盾,从而找出了影响公共行政价值评价的因素,提出了解决矛盾的办法；最后对公共行政价值的实现过程从公共行政的价值认知、公共行政价值的实现依据等方面进行了考察和论述,并对公共行政价值实现的前景进行了展望。
[Abstract]:The value of public administration is the hope and ideal of the human society about the public choice . It is a kind of ultimate state of the pursuit of public administration . Based on the theoretical exposition of the value of public administration , this paper puts forward the mechanism and process of the value cognition of public administration based on the present situation of the research on public administration value of our country , and puts forward the basic requirement of the realization of the value of public administration .

This paper defines the concept of the value of public administration , analyzes the relation between the relevant concepts , and examines the essence , characteristics of public administration value and the historical evolution of public administration values ;
Furthermore , the relationship between the subject of public administration value , the object of public administration value and the subject and object of public administration value is revealed , and the public administration value system is analyzed in detail from two aspects of public administration value subject and object , and the system structure of public administration value is explored ;
On this basis , the evaluation mechanism and the system of the public administration value are analyzed and demonstrated . The public administration value evaluation mechanism is defined from the three aspects of the subject , the research object and the research perspective , the contradiction in the evaluation of the public administration value is revealed , the factors influencing the evaluation of the public administration value are found , and the solution of the conflict is put forward .
Finally , the realization process of the value of public administration is studied and discussed from the value cognition of the public administration , the realization of the value of public administration , and the prospect of the realization of the value of public administration .
