公共权力异化的成因与制约研究

【摘要】： 公共权力是人类社会生存和发展中的一种主导力量,它直接或间接地推动着社会有序向前演进。公共权力是基于人类社会共同生活的需要而产生的,它是人们共同掌握和管理社会公共事务的权力,以保障全体成员自然共同体的平等地位和民主权利为前提和基础,其基本功能是协调和处理人们共同生活过程中可能出现的争端和纠纷。在公共管理中,公共权力如果配置和运行失当,就会导致公共权力的异化。公共权力的异化从根本上破坏了公共管理的良好秩序,降低了公众对公共管理的满意度,侵蚀了社会公平正义,动摇了公共权力合法性的基础,妨碍了国家社会整体目标的实现,最终严重影响了公民的社会生活和根本利益。在全面构建社会主义和谐社会的今天,公共权力异化已成为影响社会和谐和人民群众根本利益的一个重要因素,严重威胁到整个社会主义现代化建设和人民民主专政政权的稳定。因此,必须加强对公共权力的制约,防止公共权力异化。当今中国正处于社会矛盾多发时期,公共权力异化现象还比较突出,有效的公共权力的监督和制约机制还不够健全,所以深入研究公共权力和公共权力的运行机制,建构适于中国的公共权力制约机制,是中国当前政治和社会发展的重要任务,具有深刻的理论意义和现实意义。本文以理论分析为主,运用政治学、组织行为学、管理学等多学科的研究成果,将社会基础与人性因素两方面作为论文的切入点,对公共权力异化的原因进行充分的考察,最后提出相关的对策建议。本文分为五个部分：第一部分：导论。简要说明本课题研究目的和意义以及国内外的研究现状,阐述本文的创新点和研究思路。第二部分：公共权力异化的相关理论。阐述公共权力异化的基本概念及相关理论。第三部分：公共权力异化的成因分析。从公共权力异化的历史、现状及其影响因素探讨公共权力异化的机理。第四部分：防范公共权力异化的对策研究。分别从公共权力主体、公共权力的制度保障和公民社会三个角度提出防范公共权力异化的对策。
[Abstract]:Public power is a leading force in the survival and development of human society, which directly or indirectly promotes the orderly evolution of society. The public power is based on the need of the common life of human society. It is the power of people to control and manage the public affairs of the society, which is based on the guarantee of the equal status and democratic rights of the natural community of all members. Its basic function is to coordinate and deal with disputes and disputes that may arise in the course of people's common life. In public management, misallocation and operation of public power will lead to dissimilation of public power. The alienation of public power fundamentally destroys the good order of public management, reduces public satisfaction with public management, erodes social fairness and justice, and shakes the foundation of legitimacy of public power. It hinders the realization of the national social goal, and finally affects the citizen's social life and fundamental interests. Today, when we are building a harmonious socialist society in an all-round way, the alienation of public power has become an important factor affecting social harmony and the fundamental interests of the people. A serious threat to the entire socialist modernization drive and the stability of the people's democratic dictatorship. Therefore, we must strengthen the restriction on public power and prevent the alienation of public power. Nowadays, China is in a period of frequent social contradictions, the phenomenon of alienation of public power is still prominent, and the effective mechanism of supervision and restriction of public power is not perfect enough. It is an important task of China's current political and social development to construct a mechanism of public power restriction suitable for China, which has profound theoretical and practical significance. Based on the theoretical analysis and using the research results of political science, organizational behavior, management and so on, this paper takes the social foundation and the human nature factor as the breakthrough point of the thesis, and makes a full investigation of the reason of the alienation of public power. Finally, the paper puts forward the relevant countermeasures and suggestions. This article is divided into five parts: the first part: introduction. This paper briefly describes the purpose and significance of this research and the current research situation at home and abroad, and expounds the innovation and research ideas of this paper. The second part: the relevant theory of the alienation of public power. This paper expounds the basic concepts and relevant theories of alienation of public power. The third part: the cause analysis of the alienation of public power. This paper discusses the mechanism of alienation of public power from the history, present situation and influencing factors. The fourth part: the countermeasure research of preventing the alienation of public power. The countermeasures of preventing the alienation of public power are put forward from three angles: the main body of public power, the institutional guarantee of public power and civil society.
