现代国家能力的政治哲学反思

【摘要】：现代国家间的竞争取决于国家能力的有效程度，这使国家能力成为国家理论研究与实践的核心议题。特别是全球化与金融危机对现代国家能力提出了严峻挑战，由此有必要对现代国家能力进行系统研究。本文从国家能力的基本理论视域出发，透析马克思主义语境中的国家能力思想及当代诉求，通过反思现代西方新自由主义国家能力的困境，就现代国家能力构建及其建设问题进行探讨。首先，本文将现代国家作为国家能力的分析前提，明确国家能力理论内涵，并对统治型国家能力、管理型国家能力与服务型国家能力进行分析。其次，本文梳理了经典马克思主义与西方马克思主义语境中的国家能力思想，并从国家消亡到国家构建、暴力革命到国家发展、治理语境下的国家新角色三个维度探讨了国家能力作为马克思主义国家理论发展当代诉求的现实可能性。再次，2008年的金融危机揭示了西方新自由主义国家能力的困境，即奉行消极国家观的新自由主义在实践层面削弱了国家能力，成为金融危机爆发的重要原因之一。因此，后金融危机时代现代国家应以构建国家调控能力、国家治理能力、国家公共服务能力、国家创新能力与国家对外能力为主体架构。在现代国家能力建设问题上，明晰了国家能力建设面临的挑战、差异、作用与限度，并探讨了国家能力建设路径，即以公共理性作为国家能力建设的价值观照；以制度作为国家能力建设的规范保障；以民主建设完善国家能力的实践方式；以伦理建设作为国家能力的道德化诉求；以社会化建设作为国家能力的发展趋势。最后，从当前中国现实出发，分析中国国家能力的现状，并以厘清国家能力的认识误区、提升国家的综合治理能力、优化国家能力结构、构建国家能力提升机制为核心进行当代中国国家能力建设。对现代国家能力进行政治哲学研究，在理论层面上，，有利于拓展国家能力研究的政治哲学视野，丰富马克思主义国家理论研究内容，为现代国家能力建设与发展提供理论参照。在现实层面上，有助于洞悉与把握现代国家的治理导向，有利于我国加强国家能力建设并提升国家能力。
[Abstract]:The competition between modern countries depends on the effective degree of national capacity, which makes the national capacity become the core topic of national theory research and practice. In particular, globalization and financial crisis have posed a severe challenge to the modern national capacity, so it is necessary to conduct a systematic study on the modern national capacity. From the perspective of the basic theory of national capacity, this paper analyzes the thought of national capacity in the context of Marxism and its contemporary demands, and through reflection on the plight of modern western neoliberal national capacity, This paper discusses the construction of modern national capacity and its construction. First of all, this paper regards modern state as the premise of national capacity analysis, clarifies the theoretical connotation of national capacity, and analyzes the governing national capacity, the managerial national capacity and the service-oriented national capacity. Secondly, this paper combs the thought of national capacity in the context of classical Marxism and western Marxism, and from the extinction of the state to the construction of the country, the violent revolution to the development of the country. The three dimensions of the new role of the state in the context of governance explore the realistic possibility of the development of the Marxist theory of state as the capacity of the state. Thirdly, the financial crisis in 2008 revealed the predicament of the western neoliberal countries' ability, that is, the neoliberalism, which pursues the negative state view, weakened the national ability in practice, and became one of the important reasons for the outbreak of the financial crisis. Therefore, in the post-financial crisis era, modern countries should take the construction of national regulation and control capacity, national governance capacity, national public service capacity, national innovation ability and national external ability as the main structure. On the issue of modern national capacity-building, the challenges, differences, functions and limits of national capacity-building are clarified, and the path of national capacity-building is discussed, that is, public rationality is regarded as the value of national capacity-building. It takes the system as the norm guarantee of the national capacity construction, the democracy construction consummates the practice way of the national capacity, takes the ethics construction as the moral appeal of the national ability, and regards the socialization construction as the development trend of the national capacity. Finally, proceeding from the current Chinese reality, this paper analyzes the current situation of China's national capacity, and clarifies the misunderstanding of the national capacity, promotes the comprehensive management ability of the country, and optimizes the structure of the national capacity. To build a national capacity enhancement mechanism for the core of contemporary China's national capacity building. On the theoretical level, the political philosophy research on the modern national capacity is conducive to expanding the political philosophical perspective of the research of national capacity, enriching the content of Marxist national theoretical research, and providing theoretical reference for the construction and development of modern national capacity. On the practical level, it is helpful to understand and grasp the governance orientation of modern country, to strengthen the national capacity construction and to enhance the national capacity.
