周恩来的行政哲学思想研究

【摘要】：作为伟大的革命家和新中国第一任总理,周恩来为中华民族的独立解放和新中国行政事业做出了卓越的贡献。长久以来,周恩来相关思想研究受到国内外学术界的广泛关注。在过去的研究中,学者们多把兴趣集中于政治、经济、军事、外交、统战等领域,而在行政哲学思想方面则很少有人涉及。新世纪初,有的学者开始关注这方面的问题,但大多集中于他的行政哲学思想的某一方面。本文在已有研究成果的基础上,立足于周恩来长达二十多年的决策与管理实践,结合周恩来的生平思想、行政实践和现代行政科学理论,运用交叉学科综合研究的方法,从整体上对周恩来的行政哲学思想进行把握,探索其形成的根源与特点,划分其形成的阶段,归纳其科学体系,探讨其历史地位与时代价值,从而提出了自己较为独立的见解。本文首先阐述周恩来行政哲学思想的科学内涵,概述他的行政哲学思想的含义,其次分析周恩来行政哲学思想的理论渊源和实践渊源,论述其行政哲学思想形成和发展的历史脉络,然后从行政本质观、行政价值观、行政伦理观、行政方法论四个方面对周恩来行政哲学思想的主要内容进行论述,最后阐述周恩来行政哲学思想的务实性、灵活性、辩证性、实践性四个特征和理论意义及当代价值。当前,我国正处于全面建设小康社会的历史转折时期,学习和研究周恩来的行政哲学思想,对弘扬中华民族的传统美德,加强道德文明建设,推动干部自身素质提升,加快行政管理体制转变和构建社会主义和谐社会都有着十分重要的意义。
[Abstract]:As a great revolutionary and the first premier of the people's Republic of China, Zhou Enlai made outstanding contributions to the independent liberation of the Chinese nation and the administration of the people's Republic of China. For a long time, Zhou Enlai has received extensive attention from academic circles at home and abroad. In the past, scholars have focused on the fields of politics, economy, military affairs, diplomacy, United front and so on. At the beginning of the new century, some scholars began to pay attention to this aspect, but mostly concentrated on one aspect of his administrative philosophy. On the basis of the existing research results, this paper bases on Zhou Enlai's decision-making and management practice for more than 20 years, combines Zhou Enlai's life thought, administrative practice and modern administrative science theory, and applies the method of interdisciplinary comprehensive research. On the whole, the author grasps Zhou Enlai's thought of administrative philosophy, explores its origin and characteristics, divides its forming stage, induces its scientific system, probes into its historical position and value of the times, and puts forward its own independent opinions. This paper first expounds the scientific connotation of Zhou Enlai's administrative philosophy, summarizes the meaning of Zhou Enlai's administrative philosophy, and then analyzes the theoretical and practical origin of Zhou Enlai's administrative philosophy. This paper discusses the historical context of the formation and development of Zhou Enlai's administrative philosophy, and then discusses the main contents of Zhou Enlai's administrative philosophy from four aspects: administrative essence, administrative values, administrative ethics and administrative methodology. At last, the paper expounds four characteristics of Zhou Enlai's administrative philosophy, such as practicality, flexibility, dialectics, practicality, theoretical significance and contemporary value. At present, our country is in the historical turning point of building a well-off society in an all-round way. Studying Zhou Enlai's administrative philosophy will promote the traditional virtues of the Chinese nation, strengthen the construction of moral civilization, and promote the quality of cadres themselves. It is of great significance to accelerate the transformation of administrative system and build a harmonious socialist society.
