J校MPA教育的战略管理研究

【摘要】:公共管理硕士(MPA)教育是专业学位教育的一种,20世际初起源于美国大学,自那时起,MPA教育作为高等管理教育的重要组成部分,已有80多年的历史。现在MPA课程教育在欧美发达国家已经形成成熟的教育体系,专业从事通才教育,理论基础横跨管理学、经济学、自然科学和人文科学等多种学科,课程内容涵盖了政府管理部门及各企事业单位日常管理中所涉及的方方面面,体现了现代社会环境下各职能部门为公共服务的特种与要求。现在,MPA教育已继MBA教育之后成为欧美发达国家高级管理教育的重点。MPA教育项目毕业生,也在各国的政治生活中,扮演了越来越重要的角色。与西方发达国家相比,我国的MPA教育起步较晚,自千禧年公布首批MPA教育项目试点院校起,也才短短10年的历史,但发展迅速。我国的MPA教育肩负着为我国建设有中国特色社会主义事业培养大批优秀管理人才的重任,需要不断在改革与探索中逐渐摸索符合中国实际需求、具有中国特色的教育模式。目前,我国的MPA教育院校还在不断增加,办学形式和办学种类趋于多样化,各院校间水平参差不齐,J校如何在日渐激烈的MPA教育项目竞争中找准定位,谋求更大的发展空间,是我们目前要面临的现实问题。 本文的立论部分提出了研究MPA教育项目的现实背景与对未来发展的指导意义,即在我国市场经济的不断发展及改革的不断深入的背景下,高等学校通过选择恰当的管理方式和管理手段,用以推动学校的改革与发展,足以使得学校从困境中崛起,从弱小走向强大。进而通过文献综述回顾了多年来国内外特别是以美国为首的西方发达国家在对MPA教育项目经验的总结,即任何MPA教育项目的发展,都是以满足同时期社会需要为前提的。接着,导入了战略管理理论,为把握战略管理理论的内涵,理解战略管理理论对高校建设的指导意义,深入的研究课题,奠定了基础。 在本文的分析部分,先对国外MPA教育和国内MPA教育以及J校MPA教育项目的概况进行了全面的阐述,总结了MPA教育的发展状况和历史规律,即一切发展都是以满足社会的现实需要为核心,明晰了J校MPA教育项目与国际及国内一流大学的差距,为J校MPA教育项目的发展指明了方向,继而运用SWOT分析方法总结出了以中部地区重要省份的J省省会为所在地的J校在目前及未来发展道路上所保有的优势、劣势、机会和威胁,即原有品牌的过硬,现有教学力量的欠缺,发展前景美好,潜力巨大,同时在面对国内外老牌高校压力的同时也将面临新进入者及生源日渐匮乏的挑战。 在结论部分,本文根据战略管理理论,在充分统筹上文分析结果的基础上,以人才战略、教学战略、品牌战略、创新战略四个方向为出发点,以J校的实际出发,结合J省区域发展的实际需求,以加强J校人才建设,提升教师队伍整体水平;深化教学体制改革,提升人才培养素质;加强J校品牌建设,提升J校MPA教育项目整体办学形象;着力推动教学创新,体现J校特色为核心思想,为J校MPA教育项目设计出未来总体的发展战略方向及战略思路,并依照此战略制定出一系列以绩效管理学KPI指标考核系统为核心的针对性较强的对策措施,并以此设计了适合J校MPA教育项目的KPI表格,以便确保J校MPA实现更好更快的发展。
[Abstract]:Master of Public Administration (MPA) education is a kind of professional degree education. It originated from American universities in the early 20th century. Since then, MPA education has been an important part of higher management education for more than 80 years. It covers all aspects of the daily management of government departments, enterprises and institutions, and reflects the special requirements of various functional departments in the modern social environment for public service. Now, MPA education has become Europe and the United States after MBA education. The graduates of MPA education programs play an increasingly important role in the political life of the developed countries. Compared with the western developed countries, China's MPA education started relatively late. It is only 10 years since the first MPA education program pilot schools were announced in the millennium, but it has developed rapidly. Education shoulders the important task of cultivating a large number of excellent managerial talents for the cause of building socialism with Chinese characteristics. It is necessary to explore the educational model with Chinese characteristics in the course of reform and exploration. It is a realistic problem for J school to find the right position in the increasingly fierce competition of MPA education projects and seek greater development space.
The conclusion part of this paper puts forward the realistic background of studying MPA education project and its guiding significance to the future development, that is, under the background of the continuous development and reform of China's market economy, colleges and universities can promote the reform and development of schools by choosing appropriate management methods and means, which is enough to make schools out of difficulties. Then, through literature review, the paper reviews the experience of the developed countries at home and abroad, especially the western countries led by the United States, in the MPA education program, that is, the development of any MPA education program is to meet the needs of the contemporary society. The connotation of management theory, the guiding significance of strategic management theory to the construction of colleges and universities, and the in-depth research topics have laid the foundation.
In the analysis part of this paper, firstly, the general situation of MPA education in foreign countries and MPA education in China and MPA education in J school and MPA education project in J school are expounded comprehensively, and the development status and historical law of MPA education are summarized, that is, all the development is to meet the actual needs of society as the core, and the difference between MPA education project in J school and international and domestic first-class universities is clarified. It points out the direction for the development of MPA education project in J school, and then uses SWOT analysis method to summarize the advantages, disadvantages, opportunities and threats of J school, which is based on the capital of J province in the central region. At the same time, facing the pressure of the old universities at home and abroad, it will also face the challenge of new entrants and shortage of sources.
In the conclusion part, based on the strategic management theory, and on the basis of fully co-ordinating the above analysis results, this paper takes the four directions of talent strategy, teaching strategy, brand strategy and innovation strategy as the starting point, proceeds from the reality of J school, and combines with the actual needs of regional development of J province, in order to strengthen the construction of talent in J school and enhance the overall level of teachers. Reform of the teaching system to enhance the quality of personnel training; strengthen the brand building of J school to enhance the overall image of J school MPA education projects; focus on promoting teaching innovation, reflecting the characteristics of J school as the core idea, for J school MPA education projects designed for the future overall development of the strategic direction and strategic thinking, and in accordance with this strategy to develop a series of performance-oriented. Management KPI index assessment system as the core of the targeted measures, and designed for J school MPA education project KPI form, in order to ensure that J school MPA to achieve better and faster development.
