建构技术创新与政治引领的生态契约关系研究

【摘要】：当今科学技术成为国家综合实力的象征,尤其表现在技术创新与政治引领的关系方面,政府越来越重视技术进步,技术亦可在政府强有力的支撑下取得丰硕成果,维系政治的稳固。但随着大科学时代的到来,即体制化的运用现代技术手段与现代工程的组织管理方式而形成的现代科学时期,在此趋势下的技术创新,要求投资高、多学科交叉、规模化的建制等,呈现出技术应用领域多样化、模式开放化、与社会联系密切化,甚至某些外在因素可以直接参与并选择技术发展的轨迹。因此,原有的技术与政治的契约关系面临着新的变化和挑战,亟需寻求一种生态的契约关系以建立二者间良性互动空间以催生技术创新成果的涌现。具体而言,本文是将技术与政治的关系置于“契约”的理论视角之下,试图以契约的原则和精神厘清二者之间的关系,明确互利性的根本关系,实现技术创新的最终目的。首先,须明确契约理论,在发展中渐成体系以指导科学技术与政治的关系,当科学的社会契约论提出,作为明确描述科学技术与以政府为代表的社会之间的关系,明确双方的合作形式,建立互惠共赢的关系;其次,技术与政治分属不同的社会机构,代表不同的价值理念,表现为有益的政治引领利于技术创新,好的技术成果也有利于政治建设的完善;最后,随着科技活动的丰富,科研方式的改变、技术与社会交织的复杂化,传统的契约关系受到挑战,应如何调整以应对新的局面即本文的最后一部分,试图建立生态的契约关系,致力于政策的科学民主性,技术的自律诚信化及创新技术成果实现社会效益等,这一契约关系是针对当前新形势、新问题而提出的有益完善,减少技术进步而带来的公众惶恐,以有效的技术反思与科学化的政策落实,承担对人类发展共同的责任。在契约理论的视角下构建技术与政治良性的互动关系,有利于催生民主化的政策,给予技术相对自由的空间,而取得科学发现和技术创新。由于人类的价值需求是主观的、多元的,而技术成果是客观的、一元的,因此在契约精神的感召下,端正对技术成果的合理认识,建立对政策制定的尺度把握,使现代技术负载造福于人类的最大价值,实现技术创新与政治引领的生态契约关系。
[Abstract]:Nowadays, science and technology have become the symbol of national comprehensive strength, especially in the relationship between technological innovation and political guidance. The government is paying more and more attention to technological progress, and technology can also achieve fruitful results under the strong support of the government. Maintain political stability. However, with the arrival of the era of big science, that is, the modern scientific period formed by the institutionalized use of modern technical means and the organization and management of modern engineering, the technological innovation under this trend requires high investment and multi-disciplinary crossing. The scale of the system, such as diversification of technology application field, open mode, close relationship with society, even some external factors can directly participate in and choose the track of technological development. Therefore, the original contract relationship between technology and politics is facing new changes and challenges. It is urgent to seek a kind of ecological contract relationship in order to establish a positive interactive space between the two so as to accelerate the emergence of technological innovation achievements. Specifically, this paper puts the relationship between technology and politics under the theoretical perspective of "contract", tries to clarify the relationship between the two by the principle and spirit of contract, makes clear the fundamental relationship of mutual benefit, and realizes the ultimate goal of technological innovation. First of all, it is necessary to clarify the contract theory and gradually form a system in the development to guide the relationship between science and technology and politics, when the scientific social contract theory is proposed as a clear description of the relationship between science and technology and the society represented by the government. Clear the form of cooperation between the two sides, and establish a win-win relationship; Secondly, technology and politics belong to different social institutions, representing different value concepts, which are shown as beneficial political guidance conducive to technological innovation, and good technological achievements are also conducive to the improvement of political construction; Finally, with the enrichment of scientific and technological activities, the change of scientific research methods, the interwoven complexity of technology and society, the traditional contractual relationship is challenged, how to adjust to the new situation, that is, the last part of this paper, This paper tries to establish the ecological contract relationship, devotes to the scientific and democratic nature of the policy, the self-discipline honesty of the technology and the realization of social benefits of the technological achievements. This contractual relationship is a beneficial and perfect relationship for the new situation and new problems. To reduce the public panic caused by technological progress, to effectively reflect on technology and scientific policy implementation, to assume the common responsibility for human development. From the perspective of contract theory, it is helpful to construct a positive interaction between technology and politics, which is conducive to giving birth to the policy of democratization, giving space for the relative freedom of technology, and obtaining scientific discovery and technological innovation. Since human value needs are subjective and diverse, and technological achievements are objective and monistic, under the inspiration of the spirit of contract, we should correct the rational understanding of technological achievements and establish a yardstick for policy making. Make the modern technology load benefit the greatest value of mankind and realize the ecological contract relationship between technological innovation and political guidance.
