塑造基于政府责任的“领导力”——《政府领导力与政府责任》评介

【摘要】：正中南大学彭忠益教授新著《政府领导力与政府责任》突破以往的研究传统,将研究重点放在"群体领导"和"政府领导"之上,对政府责任变迁、政府领导力的内涵、政府领导力的塑造、政府领导力的实现机制等问题进行了颇有新意的探索,是深化领导科学和政治学研究的一项有益尝试。1.随着时代的发展,我国经济社会条件发生了巨大变化。在这种背景下,政府能否适应变化,在改革的过程中充当好"火车头"的角色,实现自身改革并推动社会发展,是学界需要深入研究的问题。该专著借助"领导"与"责任"两个关键词,较深刻地回答了这个问题。众所周知,领导科学诞生于企业,是从属于管理科学而又有别于管理科学的一个重要领域。长期以来,对领导学的研究大多局限于企业组织,研究者们不愿意回答企业以外的领导学命题,
[Abstract]:Professor Peng Zhongyi's new book, Government leadership and Government responsibility, breaks through the past research tradition and focuses on "Group leadership" and "Government leadership". The creation of government leadership and the realization mechanism of government leadership have carried on quite new exploration, which is a beneficial attempt to deepen the research of leadership science and political science. 1. With the development of the times, great changes have taken place in our country's economic and social conditions. Under this background, whether the government can adapt to the changes, act as a "locomotive" in the process of reform, realize its own reform and promote social development, is a problem that the academic circles need to study deeply. The monograph answers this question with the help of the keywords of leadership and responsibility. As we all know, leadership science is an important field which belongs to management science and is different from management science. For a long time, most of the research on leadership is confined to enterprise organization, and researchers are unwilling to answer the proposition of leadership outside the enterprise.
