离岸外包改善环境质量吗——基于中国工业面板数据的证明

【摘要】:离岸外包是否改善环境质量是近期外包领域专家关注的前沿问题。文章利用离岸外包内涵碳排放的投入产出量化方法和动态面板广义矩估计法,不仅度量了中国近期主要行业制造业外包诱发的碳排放减少水平,而且基于中国13个行业2000-2013年的面板数据,综合分析了离岸外包对碳排放的影响。结果表明,制造业外包引致的碳排放水平存在行业差异,化学、非金属和金属行业的离岸外包会明显减少碳排放水平;中国制造业整体的离岸外包并未转移碳排放,相反增加了环境负荷,与之相对,资本品的输入可通过代替国内生产降低碳排放水平;加工品离岸外包对降低碳排放更有效,零配件离岸外包不会有效降低碳排放。本文的研究是关于以中国为本位的制造业外包与环境发展之间密切关联性的开创性研究。
[Abstract]:Whether offshoring can improve environmental quality is a frontier problem that experts in outsourcing field pay close attention to recently. This paper uses the input-output quantification method of offshore outsourcing connotation carbon emissions and the generalized moment estimation method of dynamic panel. This paper not only measures the level of carbon emission reduction induced by manufacturing outsourcing in China's major industries, but also analyzes the impact of offshore outsourcing on carbon emissions based on panel data of 13 industries in China from 2000 to 2013. There are industry differences in carbon emissions caused by outsourcing in manufacturing industries. Offshoring in chemical, non-metal and metal industries will significantly reduce carbon emissions; offshore outsourcing in China's manufacturing sector as a whole does not shift carbon emissions, but increases the environmental load. In contrast, imports of capital goods can reduce carbon emissions by replacing domestic production; offshoring of processed goods is more effective in reducing carbon emissions. Offshoring of spare parts will not effectively reduce carbon emissions. This paper is a groundbreaking study on the close relationship between manufacturing outsourcing and environmental development based on China.
