中国海洋生态安全治理现代化的实现路径研究

【摘要】：随着海洋资源开发力能力的不断提升和沿海地区城市化进程的推进,我国海洋生态安全问题日益凸显。在我国推进国家治理体系和治理能力现代化的大背景下,通过对我国海洋生态安全治理现代化理论依据、路径选择和我国海洋生态安全面临困境的分析,主张通过变革海洋治理体制机制、健全海洋法律法规体系、构建多元主体参与机制、创立海洋治理重大制度、创设国际海洋治理话语平台等路径实现中国海洋生态安全治理现代化。
[Abstract]:With the development of marine resources and the development of urbanization in coastal areas, the problem of marine ecological security is becoming more and more important in China. Under the background of promoting the modernization of national governance system and governance ability in China, this paper analyzes the theoretical basis, path selection and the predicament of marine ecological security in China. We should reform the system of ocean governance, perfect the system of marine laws and regulations, construct the mechanism of multiple subjects' participation, and create a major system of ocean governance. The establishment of international ocean governance discourse platform and other ways to realize the modernization of China's marine ecological security governance.
