太湖流域双向生态补偿支付意愿及影响因素研究——以上游宜兴、湖州和下游苏州市为例

【摘要】：以上游宜兴、湖州和下游的苏州市为例,采用条件价值评估法(CVM)模拟假想市场,分别对上游和下游居民的生态补偿支付意愿及影响因素进行分析。结果显示:太湖流域下游基于激励机制的支付意愿比上游基于惩罚机制的支付意愿平均高56.90元/(户·年),下游苏州和上游湖州、宜兴市的平均最大支付意愿分别为275.81元/(户·年)、194.90元/(户·年)和162.47元/(户·年)。太湖流域双向生态补偿最大支付意愿与受访者的年龄、家庭年收入、家庭人口,以及对太湖流域的依赖程度呈显著相关性。流域双向生态补偿的方式可采用政府补贴为主,同时采用税收和捐款的方式,支付金额需要考虑当地的经济水平和居民可支付能力。双向生态补偿资金需要建立专户,严格监管。
[Abstract]:Taking the upstream Yixing, Huzhou and Suzhou as examples, the conditional value evaluation method (CVM) is used to simulate the hypothetical market, and the ecological compensation payment will and the influencing factors of the upstream and downstream residents are analyzed respectively. The results show that the willingness to pay based on incentive mechanism in the lower reaches of Taihu Lake Basin is 56.90 yuan / (household year) higher than that based on punishment mechanism in the upper reaches. The average maximum willingness to pay in Yixing is 275.81 yuan / (household year), 194.90 yuan / household year and 162.47 yuan / household year respectively. The maximum willingness to pay bidirectional ecological compensation in Taihu Basin was significantly correlated with the age, household income, family population, and the degree of dependence on Taihu Lake Basin. The bidirectional ecological compensation of river basin can be mainly carried out by government subsidy, tax and donation, and the amount of payment should be taken into account the local economic level and residents' ability to pay. Two-way ecological compensation fund needs to establish special account, strict supervision.
