【摘要】：作为国家重要的老工业基地,黑龙江省为国家经济建设贡献了重要的石油、煤炭、木材、粮食等战略资源,为国家财力贡献了巨额的利润税收,为全国的经济社会发展做出了巨大贡献,但也由此形成了长期以来老工业基地发展的结构锁定和路径依赖。近年来,黑龙江省经济增速大幅下滑,总体上呈逐渐走低的趋势,经济下行压力和衰退压力不断加大,老工业基地全面振兴面临严峻挑战。在中国经济进入“新常态”的宏观背景下,以五大发展理念为指引,以习近平总书记系列重要讲话为指针,针对黑龙江老工业基地面临困境和振兴发展中存在的结构性矛盾,深入分析黑龙江传统产业的“长板”和“短板”,以产业结构调整为主攻方向,在创新发展中寻求突破,为黑龙江老工业基地走出全面振兴发展的新路提供理论支撑和对策建议,具有重要的理论与实践意义。通过透析衰退表象背后的反思,可以看出,黑龙江老工业基地面临发展困境的主要原因在于,国家政策等外生动力迟滞,结构优化等内生动力没有预先启动。以上问题导致黑龙江省在传统路径依赖下区域发展存在步入“中等收入陷阱”的风险。基于以上问题分析,黑龙江省应该努力破解结构性矛盾,超越旧的增长模式,但不是完全摒弃,新的发展必须立足于现有的基础,对传统工业进行改造提升。新的动能就是破解结构性矛盾带来的内生动力,在传统优势、现有基础和未来潜力之上的构建新的更具成长力的产业结构,才能够超越传统路径依赖,实现内生动力驱动下的黑龙江老工业基地振兴发展。论文总体上分为九部分。第一部分为导论,主要包括研究背景,研究意义,研究方法,研究综述和主要创新之处等。第一章阐述了马克思主义政治经济学、习近平同志重要论述、产业经济学、发展经济学、区域经济学中关于产业结构调整的相关理论,而且对本文中的核心关联内容和指导作用进行了深入研究。第二章构建了基于一般规律的产业结构理论,较系统地界定了国家或地区产业结构调整的前提、原因、方向、动力,概括出产业结构调整的一般规律,阐释了国家或地区的产业结构合理化、产业结构高级化的理论内容,并提出形成内生动力是黑龙江老工业基地产业结构调整的基本指向,为本文的研究提供理论支撑和指导。第三章分析和总结了中国产业结构调整的现状与未来走向,研判了中国产业结构调整的总体情况,中国产业结构调整取得的成就,梳理了中国产业结构调整中存在的问题及调整思路,为黑龙江老工业基地产业结构调整提供宏观指导。第四章对黑龙江老工业基地产业结构的历史演进和基本概况进行了回顾和描述,并对当前黑龙江省产业结构调整的现状作出分析,剖析了既有的结构性矛盾,指出了黑龙江省产业结构形成的主次原因。第五章对当前黑龙江老工业基地产业结构存在的主要问题进行了客观分析,指出第一产业稳固但缺乏比较优势、第二产业内部结构性矛盾突出、第三产业比重虚高且发展不足,这些突出问题是黑龙江老工业基地经济逐步下滑的重要原因。第六章集中梳理了中外地区产业结构调整的成功模式和启示借鉴。通过借鉴国内外相关地区进行产业结构调整的成功模式,总结和概括出相关启示的经验性指向。第七章根据基于一般规律的产业结构理论分析,结合国内外的经验和黑龙江要素禀赋、经济社会发展的实际情况,提出了黑龙江老工业基地产业结构调整的基本原则、远中近期目标选择以及主要调整方向。第八章基于马克思相关理论及一般规律的产业结构理论分析、中外地区产业结构调整成功模式借鉴的基础上,结合黑龙江经济发展的现实和产业结构的现状,立足于培育和形成内生动力,重点阐述了实现黑龙江老工业基地产业结构调整与创新的主要路径选择。第九章在立足黑龙江老工业基地产业结构调整与创新的主要路径选择的基础上,基于一般规律的产业结构理论分析,从内生动力驱动的角度,提出了加快黑龙江老工业基地产业结构调整与创新的具有针对性、可操作性的对策建议。
