【摘要】：高技术产业是国家经济和科技竞争的重要阵地,高技术产业发展对推动国家产业结构升级,提高国家核心竞争力具有非常重要的作用。近年来,我国高技术产业获得了迅速发展,2014年国内有27939家高技术产业企业,较2005年增加59%,而高技术产业主营业务收入较2005年增加275%,高达127367亿元,利润较2005年增加469%,高达8095亿元。虽然国内高技术产业发展快速,高技术产业在国民经济中的地位也越来越重要,特别是在量子通信、载人航天等个别领域处于一定领先地位,但是由于大多数高技术产业核心技术由欧美日等发达国家掌握,如人工智能、无人驾驶、虚拟现实、智能制造等,这导致国内高技术产业发展等与发达国家相比依然存在较大差距,造成这一现象的原因有很多,有高技术产业研发投入占比较低,高技术产业人才缺失,高技术产业技术积累不足等因素,但有效金融供给不能满足其日益增长的金融需求是影响高技术产业发展的重要原因。当前,国家已经深刻认识到经济发展中有效金融供给不足的问题,2015年11月,国家提出“供给侧结构性改革”经济方针,这标志着国内经济改革思路发生重大转变,由需求导向转变为供给导向。由于金融在国民经济发展中起着资源调配的重要作用,因此金融供给侧改革成为此次供给侧结构性改革关键,鉴于高技术产业的重要地位,针对高技术产业发展的金融供给侧改革将成为改革重点。在我国经济改革开放进程中,改革与发展一直存在着“相互促进,双向协同”的关系,在高技术产业发展与金融供给侧改革上,高技术产业发展为深化金融供给侧改革创造了条件,金融供给侧改革也为高技术产业发展打下良好基础,两者相互促进、协同发展。文章引入系统及耦合理论,将高技术产业发展与金融供给侧改革两个系统在市场经济中通过各自的耦合元素产生相互作用、相互影响、动态演化的运动过程,定义为高技术产业发展和金融供给侧改革的耦合。文章从高技术产业发展的金融需求和金融供给入手,分析了高技术产业发展的金融供需均衡机制,这种供需均衡机制通过高技术产业发展与金融供给侧系统间的耦合作用实现。文章通过建立高技术产业发展与金融供给侧改革耦合模型进行定量分析,探讨如何通过金融供给侧改革支持高技术产业发展,实现高技术产业发展金融供需均衡,促进高技术产业可持续发展。
[Abstract]:High tech industry is an important position in the national economic and technological competition, the development of high-tech industry to promote the upgrading of the national industrial structure, has a very important role in improving the core competitiveness of the country. In recent years, China's high tech industry has gained rapid development, in 2014 there are 27939 domestic high-tech industrial enterprises, an increase of 59% compared to 2005, while the high the technology industry's main business revenue in 2005 increased 275%, up to 127367 yuan, the profit increase of 469% compared to 2005, up to 809 billion 500 million yuan. At present, the country has a profound understanding of the lack of effective financial supply problems in the economic development, in November 2015, the country put forward the "supply side structural reform" of economic policy, which marks the domestic economic reform has undergone significant change, change from the demand for supply oriented. Because of the financial resources allocation plays an important role in the development of national economy, so the financial supply side reform has become the key to the supply side structural reform, in view of the important position of the high-tech industry, needle The financial supply side reform on the development of high-tech industry will become the focus of reform. In the process of reform and opening up of China's economy, reform and development has been the existence of "mutual promotion, mutual cooperation relationship", in the development of high-tech industry and financial supply side reforms, the development of high tech industry to create the conditions for the deepening of the financial supply side the reform of financial supply side reforms for the development of high-tech industry and lay a good foundation, both mutual promotion and coordinated development. This paper introduces the system and the coupling theory, the two system of high-tech industry development and financial supply side reform in market economy through their respective coupling elements interact, mutual influence, the movement process of dynamic evolution the coupling is defined as the development of high technology industry and financial supply side reform.
